Background

Save the Children International is one of the leading development organizations working in around 120 countries for children on a global scale. Save the Children started working in Pakistan in 1979 after the influx of Afghan refugees and has maintained ambitious programming in the country. We have reached 14 million children and adults in Pakistan through health & nutrition, education, climate action, child protection, livelihoods and humanitarian response programs. At present, Save the Children is also working together with the Government of Pakistan in ICT, Punjab and Sindh in COVID 19 Emergency Response.

Objective

The consultant will be providing high quality technical guidance and support to innovate, strategically design, manage and carry on the education themed/integrated programs for the Pakistan country office, strengthen strategic engagement and collaboration with National and Local government bodies, donors, partner agencies, etc. The consultant will take lead for new business development under education including programme/project identification and proposal management.

Deliverables

a)     Leading and providing technical oversight for the development of education project concept notes and funding proposals in Pakistan.

b)     Developing a fund raising strategy, and liaising with national and international donors for support of various programmes/activities/new business development.

c)     In alignment with Country Office strategy and leadership, engage in strategic positioning with donors, partners and government in-country, and ensure that Save the Children is a partner of choice in education.

d)     Strengthen civil society engagement in national dialogues and policy processes. Ensure the quality, clarity and consistency of technical components of internal and external reports (e.g. programme reports, sit-reps, internal updates).

e)     Work with other thematic areas, including Monitoring, Evaluation, & Learning teams to carry out gender and power analysis, and conduct quality monitoring against international standards through participatory methodologies that promote gender equality and social justice.Ensure that thematic programme components are technically sound, implementation methods are consistent with national and global strategies.

f)      Promote an Education Systems Strengthening approach as the overarching framework, that supports working in collaboration and partnership with governments and regional bodies, local partners and working towards impact, scale and sustainability.

Qualifications and Experience

The selected Consultant will have:

  • Master’s degree in education and at least 5 years’ experience of leading the design and implementation of humanitarian and development programmes in education.
  • Experience to write Quality proposals and concise reports as per donor specific criteria.
  • Experience of strategy development and planning, promoting quality and impact through at least one cross-cutting area: gender equality and inclusion, adaptive and safer programming; child rights; disability; migration and displacement.
  • Experience of context, capacity and policy analysis, and influencing and advocacy at regional/international level in order to hold duty bearers to account to realise children’s rights.
  • Skilled at networking, representation and partnership development in order promote learning, strengthen civil society and mobilise resources. 
  • Able to generate and use data and evidence to innovate, deliver, learn and share what works and what doesn’t work for children.
  • Understanding of the education sector in Pakistan
  • Fluent in English and high level of English writing skills.
