1. General Background
The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peace building, humanitarian and development projects around the world. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations. With over 8,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical and management knowledge they need, where they need it. By implementing around 1,000 projects for our partners at any given time, UNOPS makes significant contributions to results on the ground, often in the most challenging environments.
UNOPS commenced operations in Pakistan in 1999 and significantly up-scaled activities from 2005 onwards to support populations affected by and vulnerable to earthquakes. In 2010, UNOPS opened a permanent office in Islamabad to support the Government of Pakistan and other partners to undertake humanitarian and reconstruction services, following the most devastating flood in the nation’s history.
UNOPS Pakistan has been implementing projects in the areas of early recovery and reconstruction of community infrastructure, project management and related monitoring and verification, community development, fund management, and procurement. Supported strategically by a regional operational hub and UNOPS headquarters in Copenhagen and within the overarching framework of the ONE UN Programme, UNOPS Pakistan continues to deliver projects across the country under its core delivery practices of sustainable infrastructure, sustainable procurement, and sustainable project management. UNOPS is based in Islamabad and has a provincial office in Peshawar.
Project Background
In 2014, UNOPS was engaged in the construction of eight pedestrian bridges in Durgah, Shahgram, Bonyo, Phunkia, Budia Kamer, Oach, Muttly, and Gabral sites. In June 2015, an international design firm was commissioned to provide an initial review of the design documentation for the eight pedestrian bridges, including assembling a gap analysis of documents, initial review and report.
Due to changes in the adopted Design Standards additional works are now required to bring the construction of the bridges up to the standard required by UNOPS. These works along with the replacement of two of the original suspension bridges with higher capacity modular bridges will be carried out during 2020
2. Purpose and Scope of Assignment
The role of the Senior Associate Construction Management Engineer is to assist the Project Manager in managing the day-to-day site operations on a number of sites and provide engineering expertise to ensure the quality technical delivery of the project. This will be a site based position and may involve managing two or more separate construction sites. The Senior Associate Construction Management Engineer will report directly to the Project Manager who will have overall responsibility for each site but who will be based at a different location, possibly another site or in a nearby office. There will also be a Site Engineer who also reports to the Project Manager, and will likely take responsibility for an alternative site, but will be expected to support and collaborate with the Senior Associate Construction Management Engineer.
The nature of the project works will necessitate that the works are carried out in a specific predetermined manner as set out in approved method statements, design drawings and construction schedules. The Senior Associate Construction Management Engineer will be responsible to the Project Manager for the oversight of all site works and for ensuring that the works are carried out in accordance with the approved sequence, method of construction, in accordance with the design information and to the required level of quality.
The Senior Associate Construction Management Engineer is expected to meet and exceed the organization’s performance and delivery goals and to:-
- Support the Project Manager in the construction supervision of the appointed contractor(s) carrying out the works on site
- Ensure that the works are carried out safely and that the Contractor provides all necessary PPE, safety training and safety appliances
- Review and agree the Contractor provides weekly construction programmes / schedules
- Review and approve the Contractors method statements and health & safety plans, subject to agreement with the Project Manager as to the format and general content.
- Chair a weekly site meeting with the Contractors Representative and prepare an accurate record of all points of discussion.
- Ensure that the works are carried out in accordance with the approved method and sequence of construction.
- Ensure that the works are carried out in accordance with the approved design and that the standard of workmanship on site meets the requirements of the project specification.
- Ensure that the Contractor provides suitable site welfare facilities and that the site is kept in good order at all times.
- Maintain detailed site records in the form of a daily site diary and construction record sheets
- Take daily photographs of the works on site
- Maintain quality records of the works, including the collation and filing of all material test results and material compliance certificates.
- Carry out all quality inspections that may be required and / or as directed by the Project Manager
- Inspect the quality of all materials provided by the Contractor, ensuring that they are compliant with the requirements of the Design and Specification.
- Provide a weekly progress report in writing to the Project Manager in an agreed format.
- Report any Design or site issues to the Project Manager for resolution with the Designers
- Keep accurate records of all labor, plant, equipment and materials that are on site
- Advise the Project Manager of the need to issue any instructions to the Contractor – N.B. the Senior Associate Construction Management Engineer is not authorized to instruct the Contractor
- Report all non-compliances to the Project manager and agree appropriate actions that may need to be taken to address them.
- Coordinate the development of the as built drawing set
- Upload all site records and documents on to the Google Share Drive on a weekly basis
4. Qualifications and Experience
a. Education
- Bachelor’s degree in Civil Engineering or Equivalent is required.
- Engineering degree is recognized by HEC and registered with Pakistan Engineering Council.
- Training certificates related to Environmental Management Systems/Occupational Health and Safety is an advantage
b. Work Experience
- A minimum of ten (10) years of experience in general construction works is required. With at least three (3) years’ experience of bridge construction
- Experience in administrative and procurement works for construction and related activities;
- A minimum of five (5) years of experience in the management of health and safety on site is required
- Previous experience of working in conflict affected areas is an asset
- Experience working with UN agencies and other international organization will be an advantage
- Experience in computer operations: MS office and AutoCAD is required.
Technical competencies:
- Site based experience in construction management and reporting is required;
- Site based experience in supervision of bridges is required;
- Experience in the construction of suspension bridges is desirable
- Experience in the management of health and safety on site is required
- Knowledge of bridge design a strong asset
- High proficiency with computers in particular MS Word, MS Excel, AutoCAD, MS Project, MS Outlook, internet, and other programming packages desirable;
Languages
- Good understanding of written and oral English/Urdu is essential
- Knowledge of Pashto is desirable
