Pakistan Capacity Development Services – Small Business Set Aside

 

Project Background

USAID's Pakistan Capacity Development Services -Small Business Set Aside (PCDS-SB) project is implemented by International Business Initiatives (IBI). It will seek to work with USAID’s indirect grantees in the GOP on issues and priorities related to Public Financial Management (PFM). The project will provide need-based technical assistance, capacity development services, and limited IT support (soft and hardware) to mitigate fiduciary risks facing major GOP entities.

 

PCDS-SB, a three-year project, will work with key federal (Islamabad) and provincial (Khyber Pakhtunkhwa and Sindh) GOP entities to address their critical fiduciary risks resutling from PFM policy and implementation gaps. The goal is to mitigte fidcuairy risks at the highest/policy levels so that its impact is passed onto all other GOP entities.

 

PCDS-SB plans to conduct a “Climate Risk Assessment of Sindh Province”. USAID PCDS-SB will conduct this activity with the help of a team of experts/consultants to be hired through a competitive process. This study will look into the current work related to risk assessments undertaken at the national and provincial level with a specific focus on Sindh. Besides, this study will also look into the current functioning of the relevant ministries and departments including their projects and schemes. Further, the impact of climate risks on urban and rural communities will also be studied through consultations at the divisional levels.

 

Objective of the Assignment

 

The objective of this assessment will be as under:

 

“To provide technical and policy recommendations to the Sindh government and the practitioners regarding mitigation of, and adaptation to the climate risks facing Sindh province.”

 

The findings, analysis and recommendations will mainly encompass the following:

1)    Climate risk mitigation measures for the Sindh province

2)    Climate change adaptation measures for the Sindh province

Key Responsibilities:

The consultants’ team to be led by a Team Lead/ Principal Investigator will review the existing climate change work, including the plans being developed and/or implemented currently in Sindh. The team will then take an in-depth look at the Sindh province from an agriculture, water (drinking and agriculture), and urban and rural development lens.

 

The team of consultants will take a two-pronged strategy. In first phase, in view of the review of these Terms of Reference (ToRs) and the relevant literature, an assessment plan (besides listing down the key activities and their timelines, the plan will also identify key public and private sector federal and provincial department and key informants to be approached as part of this assessment), assessment tools (Key Informant Interview Questions and Focus Group Discussion Guide) and envisioned outline of the report will be developed. These important deliverables will first be reviewed by PCDS-SB and then submitted to USAID for its approval.

 

The final report will entail technical guidelines, policy recommendations, and a framework for institutional arrangements enabling actions for climate change mitigation and adaptation in Sindh. The report will include methodology, findings, analysis and recommendations sections, and will separately address; (A) Climate risk mitigation measures for the Sindh province with an emphasis on (i) policy reforms, (ii) institutional capacity development, and (iii) improvement in climate-friendly public infrastructure development planning and execution, including service delivery, and (B) Climate change adaptation measures for the Sindh province with an emphasis on (i) policy reforms, (ii) institutional capacity development, and (iii) improvement in climate-friendly public infrastructure development planning and execution, including service delivery.

 

The report will also document a few most pertinent international and national good practices, including the technical solutions, policies, institutional arrangements (financial and human resource availability), and the role of private sector. The recommendations will be prioritized to the extent possible based on their importance. The technical guidelines will include measures for improving resilience, public health, and making resilience socially and gender inclusive. In addition to adaptation measures, the report will also contain a separate section on mitigation measures with specific recommendations for the government and the private sector. With regard to adaptation and mitigation measures, the report will also identify opportunities for utilizing U.S. climate technologies and solutions.

 

The team will prepare a draft report as per the outline approved by USAID. The draft report approved by Government of Sindh (P&DD) and USAID, will be presented to civil society as part of disseminating the key findings and road map for the future.

 

For technical and programmatic support, USAID subject matter experts will be involved through their direct engagement in the implementation of this assessment.
