CHILD SAFEGUARDING: 

The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Programme Officer will assist and support the Programme Director to ensure the programmes is on scope, on budget and schedule through effective coordination, collaboration and consultation with all the stakeholders. He/She will coordinate to ensure effective delivery of projects/programmes and initiatives, in close collaboration with internal and external stakeholders, members, partners and donors at Save the Children country office Pakistan.

The Program Officer will support the planning, implementation, and strengthening of inclusive coordination in his/her area of responsibilities, identify gaps, suggest corrective actions, and ensure cross-cutting issues. He/she also ensures effective coordination of humanitarian response through adequate liaison with Government officials and partners in the field.

KEY AREAS OF ACCOUNTABILITY 

  • Provide coordination support to the team to strengthen the SC ability to manage and coordinate donor activities and project operations effectively
  • Maintain and monitor project plans, project schedules, work hours, budgets, and expenditures.
  • Prepare, organize, attend and support the conduct of meetings and forums as necessary to allow SC to fulfil its function in coordinating with donors and members
  • Prepare and review reports, minutes, presentations, and other written documents as necessary to support the coordination with internal and external stakeholders and ensure to meet the submission deadlines
  • Evaluate potential problems/risks and technical hitches and develop solutions accordingly
  • Assist project correspondences by preparing and reviewing project proposals, memos, meeting minutes, and emails
  • Provide support in the RACI exercise and the CSP process
  • Support Program Director to convene coordination meetings, particularly the PMM rollout.
  • Assisting Programme Director in manage deadlines and progress across the team to ensure the project is delivered on time and within budget
  • Following the delivery of projects and supporting Programme Director in making adjustments as necessary to ensure they are delivered to specifications and high standards
  • Engage with external stakeholders to understand their needs, priorities, motivations, and intentions
  • Ensure stakeholder views are managed towards the best solution.
  • Adhere to budget by monitoring expenses and implementing cost-saving measures
  • Any other task assigned by line manager

QUALIFICATIONS 

  • Minimum Master Degree in development/project management related subject

EXPERIENCE AND SKILLS

  •        A completed advanced university degree (Masters) in Social Science, Economics, International Relations, Political Science or related field with five (5) years of relevant experience
  •        Relevant experience in working with a UN agency or other humanitarian agency/INGO is desirable. 
  •        Experience in emergency preparedness, crisis/emergency relief management, humanitarian/development environment, field coordination is an asset.  
  •        Have systematic solid and analytical thinking skills with strong interpersonal skill,
  •        Applicants should be excellent in written/spoken English, experience in producing reports
  •        Demonstrated commitment to creating a learning culture
  •        Highly developed interpersonal and communication skills, including presentation skills

Desirable:

  • Project DPro or PMP Certification highly desirable.
  • Excellent management and verbal and written communications skills.
  • Excellent understanding of Project Cycle and Program Management Tools
  • Ability to establish and strengthen partnerships and networks.
  • Sensitive to the cultural & political environment.
