Pakistan Rehabilitation/AT Technical Specialist for Learning, Acting and Building for Rehabilitation Systems (ReLAB-HS)

General Summary:

Federation Handicap International (HI) is seeking candidates for a Rehabilitation/AT technical specialist position for a new USAID-funded project, Learning, Acting and Building for Rehabilitation in Health Systems (ReLAB-HS).

ReLAB-HS aims to support development of health systems that are responsive to the escalating challenge of addressing the growing needs for rehabilitation within populations. It seeks to co-design and implement innovative, comprehensive, cost-effective interventions that strengthen health systems for provision of rehabilitation including assistive technology. ReLAB-HS will focus on integrating rehabilitation and assistive technology services across all levels of care within health systems. The ReLAB-HS consortium comprises of six international partners with expertise in health systems, implementation science, and delivery innovations.

Specific Duties and Responsibilities:

This is a full time position supporting a five-year project. The Rehabilitation/AT Technical Specialist contributes to the implementation of the mandate and the 10- year strategy of Federation Handicap International in the country; he/she reports to the HI ReLAB-HS Project Manager in Pakistan. He/she is in charge of implementing the ReLAB-HS project activities under his responsibility and in close collaboration with HI Technical Unit in Pakistan and Global ReLAB-HS Coordinator (HI)

The ReLAB-HS Pakistan Rehabilitation/AT technical specialist will be responsible for performing the following tasks:

1.    Expertise

1.1 Contribute to the HI programme strategy development and implementation:

a.     Provide technical input to the Operational Strategy of HI Pakistan programme for the rehabilitation and AT components, in line with the global HI Technical Strategy, and ensure follow up as needed.

1.2  Ensures technical support to the project in line with the   consortium strategy, global technical frameworks and standards in his/her area of expertise

  1. Provides   adequate technical guidance and support to the Project Manager in adapting PM’s tools, contribute to reporting based on consortium requirements, standards and crosscutting approaches within HI.
  2. Leads stakeholder mapping, identification of policies and strategies related to rehabilitation and the health system in close collaboration with the country project team and consortium coordinators
  3. Ensures a local sector watch, best practices to adopt within his/her sector scope
  4. Supports the PM in the recruitment and briefing of country project team and local consultants when relevant.
  5. Participates to consortium meetings as relevant

1.3 Ensures technical learning from projects

  1. Support the design and the implementation of case studies, evaluation studies and other learnings in country in close collaboration with country project team and the consortium technical coordinators
  2. Contribute to overall project’s learnings: documentation and dissemination of technical learnings within HI team and the organization  

1.4  Ensures the control & monitoring of the technical quality and the relevance of HI’s activities in the Programme under his/her area of expertise

  1. Ensure regular technical quality control of projects and programme and issue warnings and recommendations
  2. Monitor the implementation of audit recommendations, if applicable, in his/her area of expertise

1.5 Ensures compliance of the technical components of project activities with nexus stakes

1.6  Contributes to the development of research and innovation initiatives in his/her sector of expertise

  1. Suggest and steer technical innovation initiatives and identify opportunities for scaling as part of consortium objectives
  2. Identify and develop opportunities of Research and Studies and steer R&S

2.    Coordination

Lead the facilitation of technical working groups and networks relevant to the project activities:

  1. Engage with rehabilitation, AT and health stakeholders nationally and locally within the scope of consortium objectives, under the supervision of the Project Manager
  2. Build collaboration with professional associations, training institutes and main rehabilitation provides and facilitate exchange of information with consortium partners as relevant

3.     Influence

Contribute to the local external recognition and influence of HI’s expertise in his sectorial scope as part of the ReLAB-HS consortium

  1. Represent the technical expertise of HI throughout the local relevant networks
  2. Contribute to advocacy on specific themes in line with consortium communication strategy and the global advocacy priorities
  3. Contribute to communication messages locally in line with the global communication priorities and in close collaboration with the consortium Communications coordinator

4.     Business development

Provide technical support to the development of new projects in the region under his/her area of expertise

  1. Contribute to the context analysis in his sectorial scope
  2. Contribute to the design and writing of new projects in the program and when asked in other countries within the Geographic Division
  3. Identify & transform major opportunities in the program under his scope
  4. Contributes to the conception of major projects (multiple countries, one theme) or of new projects in the region
  5. Identify & develop local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the region under his sectorial scope

Minimum qualifications:

  • At least 5 years experience in international development
  • Degree in rehabilitation disciplines, public health
  • Strong communication and networking skills
  • Proven knowledge and experience in rehabilitation and AT in the health system
  • Experience in working in multi-stakeholders environments and with national authorities, in particular in the health sector

Preferred qualifications:

  • Experience in research projects
  • Experience in capacity building and trainings
