Supervisor:              Senior Associate Construction Management Engineer

A  3rd party contract through Creative Business Consultants (Pvt) Ltd to be deployed in UNOPS.

1.    General  Background

The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peace building, humanitarian and development projects around the world. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations. With over 8,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical and management knowledge they need, where they need it. By implementing around 1,000 projects for our partners at any given time, UNOPS makes significant contributions to results on the ground, often in the most challenging environments.

UNOPS commenced operations in Pakistan in 1999 and significantly up-scaled activities from 2005 onwards to support populations affected by and vulnerable to earthquakes. In 2010, UNOPS opened a permanent office in Islamabad to support the Government of Pakistan and other partners to undertake humanitarian and reconstruction services, following the most devastating flood in the nation’s history.

UNOPS Pakistan has been implementing projects in the areas of early recovery and reconstruction of community infrastructure, project management and related monitoring and verification, community development, fund management, and procurement. Supported strategically by a regional operational hub and UNOPS headquarters in Copenhagen and within the overarching framework of the ONE UN Programme, UNOPS Pakistan continues to deliver projects across the country under its core delivery practices of sustainable infrastructure, sustainable procurement, and sustainable project management. UNOPS is based in Islamabad and has a provincial office in Peshawar.

Project Background

In 2014, UNOPS was engaged in the construction of eight pedestrian bridges in Durgah, Shahgram, Bonyo, Phunkia, Budia Kamer, Oach, Muttly, and Gabral sites.  In June 2015, an international design firm was commissioned to provide an initial review of the design documentation for the eight pedestrian bridges, including assembling a gap analysis of documents, initial review and report. The report identified the following issues: Lack of technical documents for all bridges; Inadequate and inconsistent information across all bridges; Major inconsistencies between design drawings and specifications, and as-built condition of bridges as evidenced through photographs; Inadequate information to analyse characteristics such as scour, cable connections, design, actual capacity and stability of foundations and restraint systems (anchors).

In the absence of relevant and accurate information, a partial review of each of the bridges was completed based on a significant number of assumptions, and high-level conclusions and recommendations were reported.

The qualitative report highlighted potential life safety and construction issues on several bridges. Many of the bridges showed signs of degradation, loose cable systems, and missing components.

2. Purpose and Scope of Assignment

The Construction Engineering Technician - Senior Assistant is to assist Senior Associate Construction Management Engineer for the day-to-day site operations including managing the site construction supervision. He is expected to support the Senior Associate Construction Management Engineer to meet and exceed the organization's performance and delivery goals.

Field survey

  • Assist with field survey activities for the project sites.
  • Where required, collect technical data/samples on soil, local materials, water quantity, water samples, flood marks of the target sites. This activity includes the construction of permanent and semi-permanent benchmarks.
  • Plot the field survey with the required contour lines and profiles of specific alignments including relevant field data such as flood marks and location of trees/buildings/properties.

Quantity Estimates

  • Prepare the BOQs for each designed project and corresponding cost estimates based on current market prices. This activity also requires the establishment of a database on market prices of construction materials, labour cost, equipment rentals, equipment purchases, hand tools, etc. in the localities.

Supervision and Site Management

  • Preparation of daily work schedule.
  • Preparation of daily material usage.
  • Maintain regular work records and attendance records.

Documentation and Reporting

  • Organize and file current document backlog from project job packages per UNOPS construction process.
  • Assist project team in scanning, organizing, and indexing critical documentation & to process all submittals and input into the system.
  • Maintain updated submittal log, monitor the submittal schedule and status.
  • Receive, log, and track plans and specifications as received including all revisions & distribute plans and specifications to contractor personnel as well as subcontractors.
  • Maintain all hard copy & electronic files of project documentation.
  • Support project team in regards to submittals, drawings, specifications, work schedules and other project documents.
  •  Prepare project reports on a regular basis and share with Project Manager.

3. Monitoring and Progress Controls

  • Implementation and delivery of the required outputs as per time, cost and quality

⮚      Check, certify and conducted appropriate quality control test for form work, reinforcement, concreting, replacement bridge fittings and other works assigned

⮚      Ensured quality of materials used as per the established specifications

⮚      Supervised works and labor

⮚      Measured works done on a regular basis with contractor representatives

⮚      Zero-accident controls enforced

  • Submission of regular report update to Project  Engineer or maintained daily diaries of works

4. Qualifications and Experience

(List the required education, work experience, expertise and competencies of the individual contractor. The listed education and experience should correspond with the level at which the contract is offered.)

            a. Education

            (Level and area of required and/or preferred education)

  • Diploma in Civil/Construction Engineering from a recognized institute
  • A Bachelor degree in Civil Engineering will be considered a strong asset. Civil Engineering degree is recognized by HEC and registered with Pakistan Engineering Council.
  • Training certificates related to Environmental Management Systems/Occupational Health and Safety
  • NDT/NCT in civil engineering field or environmental management is an advantage
  • Certificate in standard computer application including MS office, MS Project and AutoCAD is an advantage.

            b. Work Experience

(List quantity number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)

  • Five (5) years of experience in general construction works, site supervision is required.  Experience in direct construction is required.
  • Minimum of three (3) years working experience with Bachelors degree is required
  • Experience of working and relating with local authority officials and staff implement to implement development projects is an advantage
  • Has experience in administrative and procurement works for construction and related activities
  • Has experience in preparing monitoring reports, progress/accomplishment reports
  • Has previous working experience in conflict affected areas
  • Experience working with UN  agencies and other international organization will be an advantage
  • Experience in computer operations: MS office, MS Project and AutoCAD is essential

Language:

  • Good understanding of written and oral English is essential. Fluency in the local language.
