Position Objectives:

German Red Cross (GRC) is currently working in Pakistan supporting the Pakistan Red Crescent Society (PRCS) bilaterally with 4 projects. The PMER Coordinator position is based in the GRC Liaison Office in Islamabad, with frequent travel to project locations.

The GRC PMER Coordinator is a member of the GRC Pakistan team which contributes to strategic implementation of GRC activities in Pakistan. The aim of the position is to secure, through high quality PMER technical support, that GRC is able to retain and improve its position as a well-understood, recognised and trusted humanitarian actor, among donors and key stakeholders. The role of the GRC PMER Coordinator is expected to increase the quality of implementation of activities in the field and assume responsibility for quality programme and project improvements. The position is furthermore meant to focus on creating and refining project monitoring frameworks, capturing qualitative and quantitative progress.

Specific Duties, Responsibilities and Accountabilities

Programme Management, Monitoring, Evaluation & Reporting

  • Design and conduct spot checks and participant/beneficiary/target group questionnaires/surveys using Mobile Data Collection (MDC) tools (where feasible) and statistical analysis applications
  • Support and provide guidance to the MEAL Officer in implementing beneficiary communication guidelines, especially in terms of reviewing IEC and other community related publications; ensure that beneficiaries are always empowered to involve themselves in every aspect of project management
  • Plan, coordinate and conduct focus group discussions (FGDs) and surveys: arrange frequent field visits to project locations in coordination with the project managers and their quarterly action plans. FGDs and surveys should be utilised to assess project progress as related to project indicators
  • Support in the preparation and implementation of baseline studies, reviews and evaluations of GRC supported programmes: tasks include ToR preparation for, and management of, project surveys, questionnaire building, real-time evaluations (RTEs), midterm reviews, end-of-project evaluations and special technical studies (incl. case studies)
  • Support the project managers and delegates to submit timely and good quality reports
  • Ensure that lessons learned as part of quarterly planning and review exercises, end-of-project review workshops, and all other PMER duties are assimilated and help inform and improve future programme/project thematic focus, design and implementation
  • Support GRC in further developing and strengthening its PMER/MEAL framework, in particular by finalizing and implementing the framework, and ensure compliance with all relevant M&E standards and guidelines (e.g. Delegates’ Manual; Global Project)
  • Work closely with delegates and project managers on all aspects related to relevant project monitoring frameworks, including devising ‘SMART’ indicators and supervising their tracking
  • Contribute to the overall program by coordinating timely and ensuring quality delivery inputs to applications, proposals and concept notes; ensure that M&E activities are adequately factored into project budgets

Visibility & Communications

  • Provide support to the MEAL Officer by advising on and reviewing publications such as newsletters, social media posts, ‘human touch stories,’ outreach materials, etc.
  • Support the MEAL Officer in liaising and coordinating with PRCS PMER and Media & Communications managers on joint activities, events, campaigns, etc.
  • Prepare, upon request, talking points (e.g. project statistics) for delegates to present to members of the media

Professional Development & Team Support

  • Constantly strive to develop own and GRC/PRCS team capacities in the field of PMER and communications
  • Stay informed on and study relevant Movement and non-Movement training material
  • Responsible for mentoring and capacity building of relevant PRCS/GRC PMER officers, including the provision of PMER technical support 
  • Participate in and help facilitate relevant on-the-job training and workshops

Education

  • Master’s degree in Social Sciences/Development Studies or similar preferred; graduate degree is also acceptable with demonstrated professional experience
  • A university degree relevant specifically to PMER is a distinct asset (sociology, anthropology, etc.)
  • Excellent computer software skills including MS Office and Database Management, SPSS, Excel, MS Access etc.

Experience

  • Previous work experience within the humanitarian sector
  • Extensive experience with writing and editing of major humanitarian project reports
  • Experience with management of external relations
  • Experience working with local communities and integrated programming and complex monitoring frameworks

Skills/Knowledge

  • Excellent drafting skills and analytical abilities
  • Open to working with others and with people of different cultural backgrounds
  • Advanced knowledge of and experience with MS Office
  • Understanding of the work, principles and ethics of the Red Cross & Red Crescent Movement

Travel

  • The PMER Coordinator must be ready and willing to travel extensively
