Position Objectives:

With the support of GRC-Pakistan, PRCS is implementing a DRR and Preparedness project in one community (Mataltan valley) in districts Swat and two communities (Gollain Gol & Bindo Gol Valleys) in District Chotral KPK.

Overall project result would be that target communities in high-risk areas of Chitral and Swat districts and the PRCS have the capacity to effectively prepare for, withstand, respond and recover from stresses and shocks of prevalent disasters.

Under the direction of the PRCS Program Manager the Field Officer will be responsible for field level implementation, coordination and facilitation of the project activities in the respective communities and to ensure the involvement of the most vulnerable in those.

Specific Duties, Responsibilities and Accountabilities

 

Project implementation

  • Facilitate target communities to establish/strengthen “Community Organizations” and ensure a strong coordination mechanism throughout the project duration
  • Facilitate target communities to develop sustainable linkages with relevant line departments and other stakeholders
  • Provide target communities with technical support to identify, prioritize and plan activities to increase their preparedness (including infrastructural activities in coordination with the project site engineer)
  • Facilitate target communities to develop and implement Village and school Disaster management plans
  • Conduct trainings, mock drills/simulation exercises and awareness activities in the targeted communities
  • Ensure proactive involvement of the target communities in the project activities (including CDRT formation/trainings, advocacy, awareness sessions, DRR & CBHFA sessions etc.) 
  • Focus on, and ensure the participation and inclusion of women and PWD in the project activities
  • Prepare and compile village, UC and school level disaster preparedness plans
  • Contribute to implement PRCS emergency response activities in case of any disaster as and when required.
  • Supervise community volunteers including activity planning and reporting

 

Reporting

  • Preparation of weekly and monthly work and activity plans in coordination with the project management in Districts and PHQ
  • Report any delays and challenges within weekly POAs to line management in Districts & PHQ
  • Develop monthly narrative reports on all activities in line with the POA
  • Ensure proper documentation of all activities within the target communities
  • Obtain, consolidate and report feedback from the target communities to the project management in Districts & PHQ
  • Identify and report success stories, best practices and lessons learned

Education

  • Minimum Bachelor degree and qualification relevant to Disaster Management, Social Science, Sustainable or Environmental Development

Experience

  • Two to three years’ experience related to DRR/CBDRM , WASH, Health  projects with INGOs or NGOs
  • Experience and knowledge in the field of CCA

Skills/Knowledge

  • Computer proficiency
  • Fluent in written and spoken English
  • Fluent in local languages (Pushto in Swat and Chitrali in Chitral)
  • Ability to work independently
  • Ability to cope with stressful situations and frustrations.

Travel

  • Main duty-station will be the project area (around 80% within the communities)
  • Frequent travel the targeted communities from PRCS district branch and field office.
  • Periodic travel to PRCS provincial HQ- As and when required
