Supporting New Opportunities Post-COVID-19 for Export and Domestic Market Development for SMEs in Current Policy and Regulatory Environment

A consulting firm of repute needs to engage a team of consultants for this short-term assignment in one of its co-managed projects.

1.      Position Title & Department:

• Trade/Export Specialist
• Sector Specialist – light engineering

2.     Objective of the Overall Consultancy:

• To undertake a market intelligence study to better understand the local and international demand contraction for goods and services due to COVID-19, and mapping opportunities for domestic and export market development for SMEs.
• Undertake survey(s) with SMEs, engaged in identified sectors, which are predominated by Textile, Light Engineering, and Agri-business and Processing and Information Communication Technology (ICT), to determine impact on business operations and scope of export, which includes identifying challenges and opportunities in selling to international markets.
• This intelligence will inform policy and regulatory environment changes which are needed to support SMEs for enhanced and sustained domestic and export growth in selected sectors. 
• The overall study will inform the federal and provincial governments in re-positioning and better targeting their support to specific sectors and subsectors in the Post-COVID-19 scenario to enable SME growth.
• The study will recommend and prioritize effective actions, which can be made in the short-term for impact on SMEs.

4.     Duty Station:

The consultants will be based in Islamabad and shall work with SMEA team based in Islamabad. Field visits to other locations (e.g. Lahore, Karachi, Sialkot, Faisalabad, Gujranwala, Peshawar, etc.) for survey and consultations may take place.
