Introduction:

Care International in Pakistan (CIP) is pleased to invite firms/organizations to submit EOI for the telehealth services for the project “Strengthening Government sector health system and providing immediate emergency response to curtail outbreak of COVID-19 across Pakistan in Punjab, Sindh, Baluchistan and Khyber Pakhtunkhwa provinces.” Funded by ECHO Reference number ECHO/-AS/BUD/2020/91000. 

The project aims to strengthen Government sector health facilities and emergency response to COVID-19 outbreak by addressing key barriers to providing necessary COVID-19 testing and medical assistance to the at-risk population in the target areas and addressing underlying vulnerabilities by reaching out to direct beneficiaries in 15 Districts of Punjab, Sindh, Baluchistan and KPK provinces.  

 

Scope of Work (SOW): 

The main objective of EoI is to select a reputed health service provider for the implementation of telehealth services in local languages for COVID-19 affected population in 15 Districts of KPK, Punjab, Baluchistan and Sindh listed below;

Punjab: Gujranwala, Hafizabad, Multan and Lahore.

Sindh: Karachi East and Malir, Ghotki and Khairpur.

Baluchistan: Quetta, Pishin and Chaman.

Khyber Pakhtunkhwa: Peshawar, Abbottabad, Swat, and Mansehra.

Duration of the project: 3 months, starting from 15th Feb 2021 to 15th May 2021. 

Telehealth helpline is intended to be a one-stop multi-lingual service for those who are infected or suspected COVID-19 cases. The telehealth organization will provide professional advice on management of the COVID-19 infection and provide psychosocial support services and appropriate referrals. 

 

The telehealth organization will provide the following services:

Set up and run (e-med) health services, including the provision of online psychosocial support, case management and referrals to COVID-19 affected communities across 15 districts in local languages. 

An online health service will offer virtual consultations five days a week for at-risk people who cannot access primary healthcare without being exposed to COVID-19. The pool of doctors will include General Practitioners (GPs), medical specialists and psychologists. Patients will be provided consultations free of charge for a period of three months and patients and their caretakers across Pakistan will have the opportunity to access the service from their home. 

The e-med system will also undertake provision of psychosocial support online/in identified locations, including; referrals via GBV referral pathway mapping. Activities include:

  • Set up and run online (e-med) call center with multi-lingual services.
  • Toll free universal number.
  • Tele advice regarding COVID-19 to COVID positive and suspected patients by qualified Doctor/Psychologist available five days (Monday to Friday) a week from 8:00 am to 5:00 pm.
  • Psychosocial support to COVID positive and suspected patients by qualified psychologist.
  • Call back service for unattended calls.
  • Retaining of Patients database and sharing of regular qualitative and quantitative report.
