Key area of Responsibility

 Responsible for planning, implementation, oversight, and day to day management of the  project, including activities related to Financial Support to Third Party (FSTP) and Capacity Building Support (CBS) to implementing partners and other CSOs.

  • Maintain a broad and deep understanding of r elevant donor and organization policies, regulations and procedures especially on grant components of CBS and FSTP.
  • Coordinate regular project monitoring, using appropriate project management tools and through facilitation and support of regular and timely project reviews, opening, and closing meetings.
  • Ensure effective channels of internal and external communications relating to project are established and respected, while ensuring Senior Management Team (SMT) and technical leads understand donor communication protocols and provide copies of correspondence for files.
  • Proactively identify compliance risks throughout the project portfolio and advise Programme Coordinator (GBV), Programme Manager and SMT on necessary actions that needs to be taken.

 1.       MAIN TASKS 

  • Develop, maintain and implement donor grant/project management procedures (FSTP and CBS) and conduct training of partners project staff about regulations and processes for visibility, communications, documentation and reporting.
  • Develop and maintain project management system to track progress of donor  deadlines for reporting and provide regular feedback to ensure timely completion of project deliverables.
  • Manage all external monitoring and reporting with partners to ensure timely delivery of high-quality reports
  • Oversee comprehensive information management and filing system to ensure donor  contractual documents, reports as per reporting calendars, and key correspondences are consistently and frequently filed on 360 and project folders.
  • Ensure donor grant contracts with implementing partners are well administered and project staffs are fully informed of donor and organization compliance regulations and procedures to keep planned budget utilization and activities on-track and on-time.
  • Create working linkages/coordination between programme, finance, and other project staff so that all activities of project related to data collection and reporting are smoothly implemented.
  • Recommend timely grant revisions, modifications, no-cost extensions, or budget realignments in compliance with the donor and organization’s policies and procedures.
  • Conduct or arrange ongoing capacity building/strengthening of organization and implementing partners’ and other CSOs’ staff in report writing, editing, critical analysis, grant management and tracking of spending pattern and compliance to donor and organization policies.
  • Liaise with Programme Coordinator (GBV) and Programme Manager about specific compliance issues faced in implementation of the  project.

 2.       Other duties/functions assigned to the postion 

  •  Develop professional and respectful working relationships with staff of other Departments (Programme, Admin/HR, Finance).
  • Ensure project implementation is in line with gender sensitization, conflict sensitivity, and accountability obligations for improved organizational culture.
  • Ensure compliance with HR, security routines, regulations and SOPs.
  • Must be available to travel to the field for 50% of time and on short notice.
  • Expected to be team player, flexible and willing to contribute to organization in other areas that may not be defined in the Job Description at the direction of Line Manager or the Country Director.
  • Any other task assigned by the supervisor, Programme Manager and Country Director.                                                                                                                                                                                                                                                                  

3.        Qualification and Experience:

  • Masters’ degree preferably in relevant subject or MBA
  • Minimum 10 years’ experience of working on senior grants position in an international agency  
  • Experience of running a bilateral donor project
  • Experience with cultural cohesion, understanding & diversity projects or other related fields is a must  
  • Experience of developing program strategy and strong proposals and reports writing skills
  • Proficiency in written and spoken English with good knowledge of Urdu and other local languages
  • Financial planning, financial management skills and accounting and budget principles.
  • Budgeting and budgetary control.  Ability to develop internal financial tools that match external grants.

4.        Other Skills :

  • This position demands a self-motivated and enthusiastic team player with strong grants management experience who can produce quality deliverables within a limited time period.
  • Experience of working with local communities, national partners
  • Experience with management of external relations and experience in training and supporting staff.
  • Experience in supporting development of relevant and up to date monitoring frameworks
  • Proven track record of quality reporting for donors
