Project & Position Description:

USAID Small and Medium Enterprise Activity (SMEA) is a five-year project that is supporting Pakistan in the small and medium enterprise (SME) led economic growth that will help create jobs, foster entrepreneurship, and contribute to an increased GDP. As a part of the United States Government’s long-term commitment to helping Pakistanis secure a more prosperous future by increasing household incomes and employment, nurturing competitive small and medium enterprises, expanding trade and investment and creating more rewarding business opportunities, SMEA is working towards improving the enabling environment for private sector-led growth. The project has three main components, i.e., Business Enabling Environment (BEE), Competitiveness Enhancement (CE), and Challenge Fund (CF).

Objective and specific tasks

The primary objective of this position is to support SMEA’s monitoring & evaluation (M&E) in implementation of project activity monitoring and evaluation plan (AMEP) by assisting in data collection, data auditing & verification; including data analysis, quarterly and annual data consolidation, documentation of best practices etc. The secondary objective includes support in operational arrangements and data verification of activities implemented by SMEA’s component teams.


Specific Tasks

Field-level data collection and M&E (60%)

  • Assist in monthly/quarterly data collection from SMEs on specific data collection tools by visiting their site locations.
  • Capacity building of SMEs/businesses on data collection tools, data entry interfaces, data entry process, maintaining and sharing supporting documents.
  • Assist the M&E team in developing monthly, quarterly and annual consolidated data sheets and reports.
  • Assist in database development, data entry, data cleaning, verification, data analysis, and development of worksheets, tables, and table format, charts, and graphs.
  • Assist in M&E data collection, processing, analysis, and extraction of statistical data on various M&E-related studies and assignments.
  • Maintain a filing system for all M&E activities, reports, and analyses in hardcopy and electronically on hard disk and server back-up system.
  • Update DevResults, USAID PakInfo, and TrainNet data entry systems.
  • Assist in evaluating the methods and procedures used to obtain data for ensuring validity, applicability, efficiency, and accuracy.
  • Evaluate sources of information to determine any limitations in terms of reliability or usability.
  • Prepare data for processing by organizing information, checking for any inaccuracies, and adjusting and weighting the raw data.
  • Document methodologies and procedures used in the compilation and analysis of data as well as data sources and limitations of estimates and guidelines for their use.
  • Identify relationships and trends in data as well as any factors that could affect the results against key performance indicators in future.
  • Maintain a positive and continuous liaison with the partner SMEs/businesses.
  • Assist in phone-based data collection from SMEs.

Support to Program Component Teams (40%)

  • Assist in finalizing arrangements related to meetings, trainings, workshops etc. which are planned to be conducted by the program teams.
  • Assist in conducting site verification visits.
  • Accompany program teams in their visits to partner/potential SMEs and build strong contacts with them.
  • Follow-up with beneficiary SMEs on timely submission of the deliverables against the agreed milestones.
  • Assist in conducting pre and post-training evaluations and Spot Evaluations.
  • Provide other related support as required by work.

Position Classification and base station

Long-Term Local Support Staff, based in Lahore, Pakistan. The position involves traveling to project locations across all provinces in Pakistan.

Estimated Duration of Assignment

Duration of SMEA contract.

Reporting Responsibilities

For all routine responsibilities and duties, either directly or indirectly related to this position description, the individual holding this position shall report directly to, and be supervised by, the Monitoring and Evaluation Lead or his designee.

Qualifications & Requirements

  • Bachelor’s degree or equivalent degree in business management, or other relevant discipline and at least two years of relevant experience;
  • Strong software skills such as MS Office, and Databases will be preferred;
  • Ability to conduct technical analysis, and data visualizations;
  • Strong rapport building and interpersonal skills;
  • Strong communications and writing skills in English and willing to travel in the field;
  • Ability to determine key indicators to measure project impact and to develop measurement systems for them;
  • Minimum two years of working experience in a complex and challenging field environment;
  • Familiarity with qualitative and quantitative M&E data collection, verification & validation and analysis methods, including tracking indicators and conducting program evaluations;
  • Well versed with handling database management systems;
  • Have working experience of Management Information Systems;
  • Skills in organizing filling systems;
  • Having the capacity to work individually and within the team;
  • The individual should be based in Lahore.
