Background

The DFID ‘Delivering Accelerated Family Planning in Pakistan (DAFPAK): Lot 2 Public Sector Service Delivery’ is a part of the DAFPAK programme funded by the Department of International Development (DFID). The 3.5-year programme aims to increase access to family planning services; and improve quality of client-centred services such that more women, including adolescents are able to safely plan their pregnancies and improve their sexual reproductive health. The expected outcome for the programme is 11.9 million CYPs generated by expanded access to FP services; 55,000 additional users of family planning and an increase in modern CPR from 26.1 at the baseline to 33.9.

Palladium and its consortium partners, Pathfinder, the Family Planning Association of Pakistan (FPAP), IPAS and Aahung will strengthen the quality of service provision in the public sector (across 30+ districts in three provinces Punjab, Sindh and KPK) by:

Increasing access to FP services:

  • Building capacities of government health/FP facility staff on integration of services, improving clinical quality and expanding the range of contraceptives offered.
  • Training community workers (LHWs) to expand the FP services that they offer.
  • Establishing new procedures in health facilities to better integrate services.

Improved quality of client-centred FP services:

  • Building capacities of the government health/FP facility staff on client-centred/unbiased counselling.
  • Building capacities of community workers on better, client-centred/unbiased counselling.
  • Building capacities of government health/FP facility staff on improving clinical quality.
  • Improving quality assurance systems involving district health management teams, including clinical waste management.

Beyond building capacities of district health teams, health facility staff and community-based workers. The project will focus on sustainably changing behaviours of providers, systemic changes and commitments through engagement with and TA to district and provincial level governments, health management teams, providers and communities. 

Assignment Background:

The DAFPAK PSSD Quality Improvement team has designed a Comprehensive FP Training for doctors, nurses, midwives, LHVs, family welfare workers, LHWs and other midlevel workers to update their knowledge and skills for providing FP services in setting with limited resources.  The courses are designed on modular approach giving flexibility to use these modules for group-based trainings or on- the- job refresher trainings at varying intervals as and when needed.

DAFPAK-PSSD Team is planning to conduct training of and step down trainings for Health care workers on the training packages and build their capacity to deliver an improved set of FP services that are client centered and responsive to specific needs of the individuals. PSSD will be training health care providers from department of health and population workers on Packages 2 and infection prevention and control for COVID-19 response while delivering FP services. Currently there is huge training targets which has to be completed by December 31st in Sindh and Punjab. The current QI team is busy in conducting trainings and monitoring and need an additional support to lead trainings to manage this training targets with quality.

Specific Tasks and Deliverables

Technical assistance is needed is to conduct Training of Health Care Providers on Comprehensive Family Planning Packages 2, at the selected 3 districts in Punjab (Kasur, Layyah and Muzaffargarh) and four districts in Sindh (Umerkot, Sajawal, Sukkur and Khairpur) Each training will be for 6 days.

Consult and discuss the objectives and modalities of 6 days training on Comprehensive Family Planning and Infection Prevention with DAFPAK-PSSD team.

Training Report

Review the session plan and the training materials with provincial QI team.

Pre and post test evaluation

Follow agenda for the training of trainer’s workshop at district level

Attendance sheets and completed data tools for all participants

Conduct pre and post test for the training

Photos of training sessions

Facilitate sessions for the refresher training as per designed session plan

Any other MOV as required by M&E - DAFPAK PSSD

Visit training site and ensure that all arrangements for the training are ready

 

Evaluation Criteria:

Qualifications and Experience

  • MPH/MBBS/LHV from recognized institute  (female candidate only)
  • FP Master trainer/trainer having experience of facilitating FP trainings

Minimally Required Job-Specific Competencies:

  • Specific Public Health System: Foundational knowledge of public health systems and national guidelines for Infection Prevention and Control for COVID-19, principles, practices and services in Pakistan
  • Training Design, Development and Delivery: Foundational knowledge of developing training materials.

Minimally Required Organizational Competencies:

  • Software Applications: Foundational knowledge of Microsoft Office applications, including MS Word, Outlook and PowerPoint.
  • Languages: Proven ability to write and speak using local language and English language.
  • Communication: Advanced oral and written communication skills.
