Introduction and Instructions to Offerors 

Introduction 

USAID Small and Medium Enterprise Activity (SMEA) is working to promote SME-led economic growth aimed to reduce poverty, create jobs, and support entrepreneurship development contributing to increased GDP. SMEA will increase incomes and employment in project-assisted economic sectors and improve the enabling environment for private sector led growth in Pakistan. This activity will contribute to achieving USAID/Pakistan’s “Development Objective: “Improving economic status of focus populations” improved economic performance of focus enterprises, and improved technological readiness and innovations. 

USAID SMEA would like to engage a specialist company that can help digitize the project’s training content for easier and sustainable dissemination. During the COVID-19 pandemic and its resulting lockdowns and travel restrictions, the project has modified its training methodology where previous training events were conducted online using digital tools. This has presented an opportunity where the project is looking to use the content from its most popular trainings to create digital content that can be dispersed more widely. This can include, but is not limited to, animated videos, mobile applications and games, inbound and outbound Interactive Voice Response (IVR) etc. The contracted company will work closely with SMEA’s technical team, its communications department and the respective consultants to transform the content. This assignment has two distinct parts and the applicant is expected to submit technical proposals and financial bids that cover both aspects independently. One is the transformation of USAID SMEA’s existing training content and the second is the applicant’s approach, process, and cost for any additional trainings that will be added at a later stage (at a piece rate). The second part needs to be a stand-alone proposal and methodology for each new training module that is developed and assigned to the applicant to digitize.
