Terms for Reference for Final Evaluation of

Engaging men and boys to accelerate efforts to end gender-based violence in Pakistan

1.      Context and Background

Shirakat – Partnership for Development has been implementing a 15 month project with another implementing partner in Sanghar, Sindh focussing on addressing and mitigating gender based violence through the following strategies:

  1. Develop a model project on violence free communities through engaging men and boys in gender equality
  2. Capacity strengthening on ‘gender transformative approaches to engaging boys and men in gender equality’ among various actors in Pakistan, including relevant authorities
  3. Communications and Knowledge management
  4. Evidence based advocacy towards enabling policy environment at national and provincial levels, and
  5. Program monitoring, evaluation and learning

The project aimed to contribute to the following result areas:

Result 1: (Young) men and women have violence free and gender equal relationships; and communities hold equitable gender norms & prevent violence

Result 2: Communities hold equitable gender norms & prevent violence

Result 3: Institutionalization of gender transformative approaches to engaging boys and men in gender equality

Result 4: Enabling policy environment at local and national levels on gender transformative approaches to advance women’s rights and gender equality

Due to COVID 19 impact on implementation, several activities had to be reworked and re-designed. The consultants will be briefed on the history.

 

Shirakat wants to hire a consultant/team of consultants/consultancy firm to undertake the final evaluation of the 15-month project (13 months of active implementation).

 

  1. 2.      OBJECTIVES AND SCOPE

Purpose of the Evaluation 

The purpose of the evaluation is to gather information and provide critical analysis on the extent to which the project has been able to contribute to the results keeping in consideration the disaster situation due to COVID 19. The evaluation report will also include lessons learnt and provide suggestions and recommendations for future work.

Scope of Work

The evaluation report will assess the thirteen months of implementation taking into account the limitations imposed by COVID situation. The evaluation should review all the activities that have been implemented throughout the duration of the project by the partners.

Evaluation Criteria and Tentative Evaluation Questions

The benchmark for this evaluation is the project proposals, which contain the project objectives. The project framework and quarterly and bi-annual reports are important sources of information for the evaluation.

Using OECD/DAC criteria the evaluation will consider the relevance, effectiveness, efficiency, impact and sustainability as well as cross-cutting issues, such as poverty, gender and environment.

The consultants will develop the key questions in the methodology, the questions given below are broad and indicative only.

Relevance: Did the project do the right thing? How important is the relevance or significance of the intervention regarding local and national requirements and priorities?

Effectiveness: Has the project been able to achieve its objectives? How big is the effectiveness or impact of the project compared to the objectives planned (Comparison: result – planning)?

Efficiency: Have the objectives being achieved economically by the project? How big is the efficiency or utilisation ratio of the resources used (Comparison: resources applied – results)?

Impact: What is the impact or effect of the intervention in proportion to the overall situation of the target group or those effected?

Sustainability:  Are the positive effects or impacts sustainable? How is the sustainability or permanence of the intervention and its effects to be assessed?

 

  1. 3.      EVALUATION OUTPUTS AND TIMEFRAME

Expected deliverables from the evaluation are:

  • An Inception Report of the evaluation protocol following the desk research, outlining how field data collection phase will take place. In order to facilitate this process, the following key documents should be reviewed during desk research:
    • Project proposals
    • Project Grant Agreements
    • Bi-Annual project reports
    • Review of data sets (provided by implementation partners)
    • Other relevant government, UN and NGOs strategies or reports
  • A Preliminary Findings Summary Report (PowerPoint format). This report will be presented at the end of the field data collection phase and preliminary analysis of the information collected.

 

  • Draft Final Report and Annexes – for feedback from both partners and the donor

 

  • Final Evaluation Report with Annexures – taking into account comments and observations from BAT and other stakeholders.

 

The evaluation is expected to be carried out and completed beginning 15 November till 20 December 2020.
