General Summary and Background

USAID Punjab Enabling Environment Project (PEEP) is a $19.98 million, seven-year effort to assist the Government of Punjab in improving the business environment for the horticulture, livestock, and dairy subsectors. PEEP’s interventions are designed to improve the business environment by supporting policy and regulatory reforms through private sector-led advocacy. These reforms are expected to spur new investments and employment opportunities in the targeted sub-sectors. The objective of the project is to leverage private sector investment through business enabling environment reforms and institutional capacity building of relevant stakeholders.

PEEP will help  establish and mobilize the Nukri Goat Breeders Program (Nukri goats are indigenous goat breed of the DG Khan area, endowed with great potential of milk and meat production) to develop a herdbook, provide training to improve animal husbandry practices, and conduct marketing events for farmers. The other cadre of livestock farmers to be supported as part of this initiative are Women Community Facilitators who will provide livestock services to communities by establishing liaison between the veterinary service providers and the farming communities.

A total number of 700 beneficiaries will be trained through these two activities with approximately 400 participating in the Nukri Goat Breeders Program and the remaining 300 being part of the community facilitators and livestock farmers’ activity. The capacity building of the livestock farmers in DG Khan through these interventions will result in the productivity enhancement of the livestock sector which will lead to increased profitability of small holder and women livestock farmers and help further their economic and social empowerment. The help support the training program under this intervention PEEP plans to engage a Training Resource person.

Scope of Work Summary and Objectives

Training Resource Person (TRP) will support the capacity development of the WEinSPIRE beneficiaries in DG Khan by assisting and working closely with the Project Coordinator in undertaking tasks pertaining to the training of the beneficiaries. The TRP will be responsible for imparting training to the beneficiaries on the topics as finalized in the training need assessment undertaken in this regard. The areas of training will include the capacity building of the livestock farmers in the use of best husbandry practices, improving and expanding the livestock related businesses. Following disciplines will be covered through training.

  1. Animal disease control
  2. Animal feeding and fodder preservation
  3. Animal breeding and breed improvement
  4. Marketing and business development
  5. Herd book preparation
  6. Digital literacy
  7. Financial literacy

Moreover, he/she shall be responsible for smoothly conducting the training activity

It will be TRP’s responsibility to impart training physically or virtually as deemed appropriate and connecting them with requisite ICT tools such as Microsoft Teams.

 Principal Tasks and Responsibilities

Training of beneficiaries and marketing of animals

  • Prepare the list and entry sheets of the trainee farmers in coordination with the Project Coordinator and research Associate.
  • Impart training on the prescribed format, agreed topics and time period.
  • Document reports of the training events organized.
  • Train the participants in the preparation and implementation of livestock related business models.

Administration

  • Liaise with the HICD/Livestock Specialist and Program Coordinator and research Associate for the accomplishment of the training assignment.
  • Supporting setting up, organizing and providing logistical support to trainings (physical and virtual).
  • Exercise professional interpersonal skills to effectively work with the beneficiaries and all related staff, farmers -especially the women livestock farmers for training.

Deliverables and Timetable

  • Submission of detailed report of the training event with in three days of its occurrence. The report is to contain the objective of the training, proceedings, way forward and feedback of the trainees with appropriate pictures of the records of the event.
  • Monthly report encompassing all the training events completed in the last month.
  • Final report at the end of the assignment
  • The TRP will give power point presentation to PEEP program team at the end of assignment.

Qualifications and experience

  1. Doctor of Veterinary Medicine (DVM), BSc (AH) or other relevant degree form recognized university.
  2. At least five-year post degree experience.
  3. Proficiency in use of Microsoft office and other collaborative tools for office and distant working and reporting thereof.
  4. Strong presentation and data recording skills, along with proficiency in photography for event reporting.
  5. Good communication skills and fluency in English, Urdu and Local Language

Intellectual Property Rights:

All outputs under the assignment shall be the sole property of USAID-PEEP. The consultant shall not exercise any rights, on all the outputs and cannot share the same with any outsiders without the prior permission of PEEP management

Working Conditions/Duration of Assignment 

The training Resource Person will report to the PEEP HICD Livestock Specialist for its day to day assignments. The total level of effort for the assignment is 30 days starting from October,2020 to December, 2020. The location of this consultancy will be based in Dera Ghazi Khan, Pakistan.
