ABOUT THE PROJECT

 

AawazII  managed by the British Council in Pakistan, is a Foreign, Commonwealth and Development Office (FCDO)funded programme, which will work with local communities in Khyber Pakhtunkhwa (KP) and Punjab provinces to promote the rights of children, women, youth, and other marginalised groups, to strengthen their control over their own development.

 

Aawaz II Programme has four pillars and the British Council is leading on the delivery of the community pillars relating to community dialogue, awareness and social cohesion. As part of the delivery of these pillars, Aawaz II will provide information referrals, facilitate citizen-state engagement for uptake of services and enhance capacities of local communities. In Phase I (Jan 2020- Dec. 2021) Aawaz II will work with civil society organisations to implement the community-based interventions in 22 selected districts of Khyber Pakhtunkhwa and Punjab, setting up Aawaz Aagahi Centres (AACs) and Village Forums. The thematic focus of the programme is on child labour, early and forced marriage, gender-based violence (GBV) and social cohesion.

 

The Aawaz Aagahi Centres (AACs) will act as safe spaces for women, youth and marginalised members of the community. The centres will provide information about rights of the respective groups, including referral information to enable them to access protection mechanisms and services. They would promote citizen-state engagement and enable the target groups to raise informed demands for services, discuss collective problems, and facilitate the community to address harmful practices.

We are seeking to hire three Resource Persons for our AACs in Tehsil (LACHI and KOHAT) .

 

ABOUT THE ROLE

 

The AAC Resource Person will be part of the three-member team of Resource Persons (two females and one male) who will be managing the Aawaz Aagahi Center (AAC) and developing and delivering on the centres’ agreed action plans/workplans. They will provide information and referral guidance to women, men, youth, minorities, persons with disabilities, transgenderpersons and other marginalised members of the community. They will closely coordinate with the Community Outreach Teams to support their work of mobilising and engaging with communities, disseminating information, and managing referrals. They will work together with the district team to promote networking with key stakeholders and linkages with the government institutions and service providers.

 

Each AAC Resource Person will contribute to the overall AAC tasks and results as well have their defined responsibilities.

 

To be successful as an AAC Resource Person, youneed to have a strong understanding of the local governmental systems and services provided by different institutions at the local level.

 

 

 

 

 

ROLES AND RESPONSIBILITIES

 

Management of Aawaz Aagahi Centres (AAC)

  1. Support the Aawaz District team in implementing the programme workplan related to the Tehsil AAC functions and community level activities; 
  2. As a team of AAC resource persons, ensure and facilitate the Resource Person Lead in proper functioning and upkeep of the physical space of Tehsil AACs as per the given guidelines of opening hours, availability of staff and services and provision of safe space for community engagement;
  3. Develop, implement and review AAC quarterly action plans in coordination with the Aawaz District AAC Coordinator; 
  4. Maintain record of events and activities, keep inventory of information and services, and manage database related to different AAC and community level activities including different people accessing AAC for information and services (disaggregated by categories i.e. sex, age, location, religion, physical disability, gender identity etc. and type of services sought, provided, their feedback of services).

Support AAC Outreach Teams   

  1. Support Aawaz district team in identification, recruitment, training, mentoring and retention of community outreach team members, village forum members and Aawaz Change Agents/youth volunteers;
  2. Facilitate the outreach team in mobilising communities, awareness raising, information dissemination, capacity building, behaviour change and development of their team plans. 

Information Sharing

  1. Maintain and provide information relevant to the programme mandate and community needs to visitors of AACs on rights and available services and structures both government and non-government, and information related to various government policies and programmes.
  2. Disseminate information specific to Aawaz II thematic focus i.e. child labour, early and forced marriages, gender-based violence and social cohesion etc.
  3. Facilitate provision of information to diverse groups particularly the most vulnerable such as information about relevant laws, various government policies and support mechanisms;

Dialogue, Linkages and Referrals

  1. Develop institutional linkages with the help of Aawaz District Team and refer individuals to concerned services as well as raise/take up collective community demands and issues with different government services, CSOs, pro bono legal aid, social protection – BISP – EHSAS – Local Government – FAFEN– NADRA - media – trade, employers and professional associations etc.;
  2. Organise community dialogues/meetings with concerned government departments/officials to create space for citizen engagement with duty bearers;  
  3. Keep up to date information on gender-based violence referrals, protection and rehabilitation essential services for women/girls’ victims/survivors of violence;
  4. Proactively work with key service providers at Village Council/Neighbourhood Council, Tehsil and District level to identify essential services/gaps and plan to advocate for provision and adequacy of referral services at local level by referring to District and Provincial Forums. 
  5. Follow-up (as per agreed protocols) with community members about referral outcome / action on the information shared, track and document responses;
  6. Manage and maintain database of Early Warning System (EWS), analyse & validate warnings, maintain referral directories, recommend early action and coordinate with mandated and non-mandated structures for early response. Share regular updates of EWS/ERM with District AACs Coordinator;
  7. Assist District AACs Coordinator in developing and updating referral directories of services and including database management of EWS and ERM;

Capacity Building

  1. Support Aawaz district team and provincial partners in organising Tehsil level programme activities such as trainings and District Forum meetings;
  2. Receive training on AAC management, Aawaz II core and thematic modules and early warning and early response mechanism;
  3. Cascade AAC management, core and thematic training to outreach team;
  4. Selected Resource Persons receive facilitators training to cascade core and thematic trainings including conflict- pre-emption to village forums;
  5. With support from the outreach team, develop and maintain database for community activities, trainings, village forum meetings and share with Aawaz district team/office.
  6. Support Aawaz Change Agents/Youth Volunteers in identifying and implementing Social Action Plans locally with the help of Aawaz district team.
  7. Ensure that the AAC and Outreach teams and forum members and ACAs /volunteers are aware of the Safeguarding policy and reporting mechanisms and escalate safeguarding concerns arising from the field to the concerned focal person.

Safeguarding

  1. AAC Resource persons will follow the safeguarding protocols established by Aawaz II and ensure that these are implemented within the AAC as well as applied to all meetings, events, participants and beneficiaries of Aawaz II

 

QUALIFICATION

This role requires a minimum BA degree in social sciences or related field of study and at least three to five years of experience in the development sector preferably in community development. To be a successful AAC Resource Person, you will have good verbal, written and presentation skills; ability to work effectively both independently and as part of a team; and ability to work on tight deadlines. You must have good computer skills and be competent in using Microsoft Office applications such as Word and Excel. Experience of data entry and database management and additional IT skills will be an asset.

 

Additional experience and expertise expected for each role:

Resource Person 1: Management experience and experience working with local government officials and services. Data management and IT skills an asset

Resource Person 2 and 3: Community mobilisation and participation, training skills, familiarity with available government services and structures.

 

 

 

 

REPORTING AND LINE MANAGEMENT

 

The AAC Resource Persons shall be reporting to the District AACs Coordinator at Aawaz district office.
