ABOUT THE PROJECT

AAWAZ II  managed by the British Council in Pakistan,  is a Foreign, Commonwealth and Development Office (FCDO) funded programme , which will work with local communities in Khyber Pakhtunkhwa (KP) and Punjab provinces to promote the rights of children, women, youth, persons with disabilities (PWDs), minorities and transgender persons and other marginalised groups, to strengthen their control over their own development.

 

AAWAZ II Programme has four pillars and the British Council is leading on the delivery of the community pillars relating to community dialogue, awareness and social cohesion. As part of the delivery of these pillars, AAWAZ II will provide information referrals, facilitate citizen-state engagement for uptake of services and enhance capacities of local communities. In Phase I (Jan 2020- Dec. 2021) Aawaz II will work with civil society organisations to implement the community-based interventions in 22 selected districts of Khyber Pakhtunkhwa and Punjab, setting up Aawaz Aagahi Centres (AACs) and Village Forums (VFs). The thematic focus of the programme is on child labour, early and forced marriage, gender-based violence (GBV) and social cohesion and tolerance.

 

We are seeking to hire Outreach Teams for Aawaz Aagahi Centres in Tehsil (MATTA, BABUZAI, BEHRAIN) to support the programme in engagement with local communities and steer the process of community participation for behaviour change and citizen state engagement.

 

ABOUT THE ROLE

The Outreach Team Memberwill be part of the two-member team (female/male) who will be responsible for community mobilisation, establishing village forums, facilitating dialogue with stakeholders, disseminating information and raising awareness, managing referrals,facilitating village level mechanisms of EWS/ERM andsupporting capacity development of Aawaz Change Agents/youth volunteers andvillage forum members.

 

ROLES AND RESPONSIBILITIES

Social mobilisation and community dialogue

  • Support the Aawaz district team in holding community dialogues for formation of the Village Forums (VFs) and engage with key community stakeholders;
  • Lead the process of VF formation and support the members in managing the VF meetings and activities. Each Outreach Teamwill manage 3 Village Forums. Each VF preferably will have representation from3-5 villages;
  • Facilitate the VF office bearers/management committee in developing VF workplans, maintaining records, organising activities and holding dialogues etc.

Information, awareness and behaviour change

  • Create awareness and share information about Aawaz II priority themes i.e. child labour, early and forced marriages, gender-based violence, other harmful practices and social cohesion etc. at the community level and target villages;
  • Information provision to communities including legal information about relevant laws, information related to various government policies and programmes;
  • Facilitate behavior change by sensitising key stakeholders e.g. elders, influencers and specific service providers and support leadership development among the marginalised groups; 

Referrals to information and services

  • Support the community in accessing the referral system at the Tehsil AAC to channel their issues and concerns to relevant government and non-government service providers and support structures and mechanism (legal aid referrals to government services, CSOs, GBV, possible pool of pro bono legal aid, social protection, BISP, EHSAS, etc.);

Capacity building

  • Support capacity building initiatives for the Village Forums, identifying ACAs/youth volunteers and other forum members for core and thematic trainings and organising trainings at the field level;
  • Selected outreach members to be trained as facilitators to cascade core and thematic trainings to village forums;
  • Support ACAs in implementing Social Action Projects (SAPs);
  • Support AAC and district team in behavioural change campaigns on Aawaz II themes such as child labour/enrolment of out of school children, ending early/forced marriage, campaigns on birth registration and CNICs issuance to women and vulnerable groups;

Early Warning System and Early Response Mechanism

  • Facilitate VFs in Early Warning System (EWS) development and functioning;
  • Support development of Early Response Mechanisms (ERM) in village forums and their referrals in collaboration with the AACs to relevant mandated and non-mandated structures, for example theChild Protection and Women Protection Committees, Child Labour Committees, District Vigilance Committees, Vigilance Committees (Punjab)/Police Liaison Councils (KP);

Progress reporting

  • Develop and share periodic progress reports with AAC and support AAC and district team in collecting and documenting relevant information and success stories from the VFs and the local communities. Contribute to learning and knowledge management from the field at AAC;

Safeguarding

  • Ensure that the village forum members and volunteers are aware of the Safeguarding policy and reporting mechanisms and escalate safeguarding concerns arising from the field to the relevant focal person.

This role requires a minimum of bachelor’s degree in social sciencesor related field of study and two years of experience in the development sector, preferably in community development. For a successful Outreach Team Member, you should have good verbal, written and presentation skills; ability to work effectively both independently and as part of a team.

 

REPORTING AND LINE MANAGEMENT

 

The Outreach Team Member will report to the AACResource Person.
