JOB TITLE:  Field Accountant.

general Mission:

Field Accountant will manage Accounts, Finance Human Resources, General Administration and Partner’s Accounts and Finances matters (Partner Accounts/Finance Management) for the field while working Islamabad.

He must also ensure smooth communication of these aspects at the field bases and Islamabad level (to the Project manager and working closely with  Partner ,Logistic, HR,  and Project Departments), and to the Coordination team in Islamabad.

1.     Accounts Management

 

 

  • Ensure HI administrative procedures are respected at base and Partner level
  • Lead and check all the financial and accounting matters/accounts of implementing partner and provide professional guidance whenever is required.
  • Responsible for Accounts postings/bookings of Partner accounts.
  • Responsible to closely involved in accountancy of the partner and to be able to fix issues and give suggestions and advices for improvement.
  • Responsible to visit partner on regular basis to have smooth coordination and working between the two organization.
  • Follow up and propose recommendation for improvement of administrative /accounts process between the field base ,partner  and the Islamabad office
  • Organise monthly budget follow up meetings at base level with each budget holder/Project Manager.
  • Check post  Field expenses in accounting software and propose re-allocations/corrections of expenses to Islamabad.
  • Prepare expenses forecast with each budget holder
  • Work with close association with Finance Manager Islamabad on all accountancy matters.
  • To be able to get involved and provide justification to auditors at the time of annual and project audits.

2.    Finance  Management

 

 

  • Prepare quarterly/monthly follow-ups of the budget allocated for donor as well as HQ reporting.
  • Prepare and send updated Donors budget follow ups (BFUs)for each project.
  • Prepare and send treasury forecast to the Finance Manager for consolidation for each donors in consolidation with the project managers.
  • Work with close association with Finance Manager Islamabad on all financial and accountancy matters linked to donors.
  • Support and guide HI/PMs staff on Donors guidelines and HI internal financial procedures
  • To be able to revise donor and HI internal budgets with PMs and share the revisions with Finance Manager, to be able to work closely with Finance Manager Islamabad on it.

3.       HR/ Administrative Management

 

 

  • Work with close association with HR department on monthly follow-ups of the health claims and their recording in Nav.
  • Responsible to close all Health insurance claims and contract with HR and in Navision
  • Responsible to establish Permanent file (follow up of all the existing contract) in close association with HR/admin and Logistics Department.
  • To be able to look into monthly payroll, its taxation and working before it goes to finance Manager for its validation.

4.    Implementing Partner  Management

 

 

  • Responsible to liaise with field accountants and Partner staff for Partner accounts management and closure (all existing partners)
  • Responsible to check and close partner quarterly reports in coordination with field accountants, Budget holder, Finance Manager and partner team. (all existing partners)
  • Responsible for expense recording of partners and its compliance, scanning and archiving
  • Responsible for establishment of a good relationship with partner for acciunats and financial matters.

5.    Other Tasks

 

 

  • Provide regular written reports to the line/technical management and ensure all tools are updated within the deadline
  • Report any incident to the line management
  • Accomplish any other task which may be required by the line management
