Communications and Strategic Information Specialist


Project Background and Objectives

The DFID ‘Delivering Accelerated Family Planning in Pakistan (DAFPAK): Lot 2 Public Sector Service

Delivery’ is a part of the DAFPAK programme funded by the Department of International Development

(DFID). The 3.5-year programme aims to increase access to family planning services; and improve quality of

client-centred services such that more women, including adolescents are able to safely plan their

pregnancies and improve their sexual reproductive health. The expected outcome for the programme is 11.9

million CYPs generated by expanded access to FP services; 55,000 additional users of family planning and

an increase in modern CPR from 26.1 at the baseline to 33.9.

 

Palladium and its consortium partners, Pathfinder, the Family Planning Association of Pakistan (FPAP), IPAS

and Aahung will strengthen the quality of service provision in the public sector (across 30+ districts in three

provinces Punjab, Sindh and KPK) by:

      Increasing access to FP services:

  • Building capacities of government health/FP facility staff on integration of services, improving clinical quality and expanding the range of contraceptives offered.
  • Training community workers (LHWs) to expand the FP services that they offer.
  • Establishing new procedures in health facilities to better integrate services.

 

      Improved quality of client-centered FP services:

  • Building capacities of the government health/FP facility staff on client-centered/unbiased counselling.
  • Building capacities of community workers on better, client-centered/unbiased counselling.
  • Building capacities of government health/FP facility staff on improving clinical quality.
  • Improving quality assurance systems involving district health management teams, including clinical waste management.

 

Beyond building capacities of district health teams, health facility staff and community-based workers. The

project will focus on sustainably changing behaviours of providers, systemic changes and commitments

through engagement with and TA to district and provincial level governments, health management teams,

providers and communities. 

 

Assignment Background

The DAFPAK Public Sector Service Delivery project requires a strong communications specialist that will lead the communications work for the project. The Specialist will work with the project team to identify the core strategic information needs of the programme, develop information products arising from the project and disseminate the information to necessary audiences on progress towards achieving the results as well as success stories, lessons learned and project achievements.

 

Specific Tasks and Deliverables

      Lead all communications/knowledge management activities for the project. Identify and capture information required for documenting success stories and project performance, archiving and sharing resources with project team, DAFPAK partners, DFID, DFID partners, provincial and district governments and international audiences.

      Work with the Team Leader and leadership team on the project to identify the core strategic information needs of the programme, DFID, provincial governments and other key stakeholders.

      Based on the information needs, develop information products, technical briefs (public sector strengthening, capacity building, mentorship, supportive supervision, QoC, TA and community engagement) from project interventions, highlights and success stories for web platforms/web dissemination.

      Compile and edit quarterly progress reports, annual progress reports and close-out activities report for submission to DFID, entails project outcomes on quarterly and annual basis, prepare and assist in presentations to Government, Stake holders, partners and help partners in capacity building on report writing and strategic communication

      Liaison with the broader DAFPAK project partners to facilitate communication regarding project achievements and lessons, and facilitate lessons sharing and best practice across the broader DAFPAK programme components.

      Liaison and ensure quality and innovative designing of DAFPAK materials with creative/design agencies for design and print to produce all publications.

      Support the RME Advisor on M&E reporting and information dissemination on progress towards achieving the results, targets and benchmarks. Translate strategic information into improved and innovative programming for project. Analyse and synthesize research findings and programme experiences as required by the RME team.

      Collaborate with project staff, research networks and knowledge dissemination hubs worldwide to package research findings, share relevant technical information and create communications and dissemination materials/products on relevant Outputs.

      Support all technical writing in close consultation with the Team Leader, Advisors.

      Responsible for Maintaining common repository of all project Technical documents and publications for easy reference.

      Develop a comprehensive End of Project documentation and dissemination plan for the project in consultation with the Team Leader, including assessment of different target audiences to maximise visibility, so as to highlight best practices, project achievements and lessons learnt.

 

Reporting

The Communications and Strategic Information Specialist will report to the Team Leader and work in close coordination with the RME Advisor and other members of the team.

Duration

This is a full-time position for 3 years, until the end of the project in December 2022.


Qualifications and Experience

      The candidate should have master’s degree in social sciences, public health or communications

      At least 7 years of experience in the field of communications;

      Demonstrated experience in developing information products, technical briefs, project success stories, project achievements and lessons learned;

      Experience in dissemination of information on web platforms/web dissemination;

      Demonstrated experience of working with development organizations in a communications role, particularly for DFID programmes;

      Ability to work effectively as part of a team;

      Ability to travel within Pakistan;

      Fluency in English and Urdu;

      Excellent report writing skills in English.
