Purpose of this Position: 

The position will support the integration of the CEA approach for effective operation management of quality service delivery at provincial and district level with the technical support of PMER department. The position will support the piloting of CEA in KP branches, establishing the setup, function (feedback mechanism and database), documenting success stories and lessons learned to be shared with NHQ. The position will further support the CEA Focal Person at NHQ to institutionalize CEA in the strategy and strengthen/adapt the CEA tools and database disseminated for improved results and centralized setup.

Specific Duties, Responsibilities, and Accountabilities

  •  

Increase awareness and understanding of what CEA is, its positive benefits, tools and approaches in PRCS programming and operations.

  •  

Support provincial and district branches in adopting CEA approach in project implementation.

  •  

Support PRCS PMER department to access program impact through the use of CEA tools and channels that provide timely, accurate and engaging information about affected communities.

  •  

Conduct and support facilitation of CEA trainings for provincial and district branch staff and volunteers at district level.

  •  

Collect, analyze and respond to the feedback received through the CEA mechanism in place in field and share with project team and NHQ.

  •  

Follow up with project managers on dissemination of responses to feedbacks provided via CEA mechanisms.

  •  

Support in conducting PRCS CEA capacities assessment identifying the priority areas and possible action points to build on/implement.

  •  

Ensure and support field CEA activities being implemented in pilot in coordination with NHQ CEA focal person, PHQ project managers, district staff and volunteers.

  •  

Develop case studies and success stories documenting CEA and project impact to be shared with PMER for wider circulation on quarterly basis.

  •  

Brainstorm, suggest and implement ways to increase two-way communication between the PRCS and its beneficiaries in coordination and cooperation with staff and volunteers at all levels.

  •  

Coordinate and encourage other technical departments within PRCS to integrate CEA approaches in their programming. Play support function to the departments if they opt to integrate the approaches.

  •  

Any other task as assigned by the Management.

Education

Masters degree (in mass Communication or Social/Behavioral Sciences i.e. Sociology, social work, Anthropology, Psychology or Health Education, Gender Studies, Development Studies).

Experience

Four years work experience in communication in development, social mobilization and/or implementation of behavioral change communication in developing context for a humanitarian or development organization.

Experience setting up and managing tools for communicating with vulnerable communities.

Proven experience in managing databases, monitoring and reporting.

Experience of coaching, training and developing project staff and volunteers in order to build long-term capacity and create ownership.

Experience in designing and implementing assessments, community consultations, research and/or focus groups discussions.

Skills/Knowledge

Good knowledge of the project management cycle.

Good knowledge of protection, inclusion, gender and diversity issues in humanitarian context.

Team player, with the ability to coordinate and engage with others, building good working relationships with internal and external stakeholders.

Highly motivated, proactive self-starter, with the ability to set and achieve goals using one’s own initiative.

Strong written, presentation, facilitation and training skills in English and local languages of KP.

Ability to multi-task and work under stressful conditions to meet deadlines.

Willing to travel extensively to support field operations.

Excellent interpersonal, communication and networking skills.

Fluent speaker of English, Urdu and Pashto is a requirement.
