A. BACKGROUND

The UK’s Department for International Development (DFID) has contracted Mott MacDonald Cambridge Education to provide technical assistance to the School Education Department (SED) under the Punjab Education Support Programme (PESP II).

Punjab Education Sector Programme II (PESP II) is providing technical assistance to the School Education Department (SED) of Punjab to conduct a ceremony to distribute awards among teachers to acknowledge the services of individuals who outperformed despite challenges. With this, PESP II will also initiate a mass awareness campaign by showcasing stories of the selected teachers. The event is likely to be scheduled between 16 – 20 March 2020.

B. PURPOSE OF THE ASSIGNMENT

To run a mass campaign on TV, Radio and Newspaper to showcase success stories of the teachers awarded. The campaign is aimed to serve as an effective way to raise awareness and gain media and public buy-in. 

C. SCOPE OF WORK

PESP II seeks services of a firm or agency to provide a media release plan with costing for effective allocation of resources. The two weeks after the award ceremony will be reserved for paid media – two days for each video of the seven teachers.

All content produced will be provided to the agency by PESP II and may not be used without permission. The firm will work in close collaboration with PESP II’s communications team to ensure delivery of required outputs on pre-defined standards.

D. DELIVERABLES:

  • TV and Radio purchases of media for the campaign
  • Create a media plan that maximizes national and provincial top of mind
  • Allocate a budget of PKR 20 Million between TV, Radio and Print on following breakdowns:

  • Identify any and all extra value goods the firms can provide FOC
  • For the purpose of the bid, please identify how much space you will be able to purchase for one day on ARY News, Geo News and Samaa News between 8-9pm on a Monday if you had to spend a million rupees on each channel for a 30 second advert
  • Identify the percentage charged on media buy as the firms commission

E. IMPORTANT NOTES:

The Media firm selected should provide as a response to the TORs the following:

  1. Legal structure of the company
  2. Prior work experience
  3. Demonstrable evidence and portfolio for buying media for campaigns
  4. List of existing and prior clients
  5. Explanation of full list of services
  6. Personnel proposed to execute project and identified account manager
  7. Profiles of team
  8. The company must be registered and tax paying
  9. Proof of registration with APNS and PBA
  10. The company must have following insurances (three to four times of the contract value);

ü  Employers liability

ü  Product liability
