Key Responsibilities:

 Developing and Strengthening the M&E System for DRR, Emergencies, Education, Livelihood and Health

  • Assist in the development of M&E systems for our organization’s projects in Sindh to identify the key performance indicators (at output and outcome level) and tools for monitoring of program portfolio in field and comparing it to targets given in proposal
  • Undertake regular visits to the field for data collection, develop monitoring reports and identify any modifications that might be needed in the current M&E system and practices for better performance
  • Assist in follow up with program team to check if recommendations given in monitoring report are being followed
  • Identify, analyse and synthesise lessons learned from program implementation and facilitate program staff for the incorporation of those lessons into the activity development cycle of projects
  • Assist in needs assessment, baseline/end line surveys and impact assessments analysis and reporting for our organization’s projects in Sindh
  • Facilitate and assist in external evaluations, impact assessments and mid-term reviews
  • Data and knowledge management through online platforms and generate reports for learning

 Assessment and Reporting for projects

  • Record and report both qualitative and quantitative aspects of progress against the annual work plan and relevant proposals to the Coordinator MEAL & Program Development
  • Assist in maximizing involvement of project team in meeting their objectives and targets against their specific project proposal/trackers through the establishment of a follow-up system
  • Provide support to identify strengths, weaknesses, opportunities and constraints of our organization’s projects in Sindh

Quality and Accountability

  • Ensure all MEAL tools and processes include quality and accountability, including the Core Humanitarian Standard, Do no Harm and Sphere where relevant
  • Manage the Complaint Response Mechanism for Projects

 The responsibilities listed above cover most of the tasks that would be performed by the individual in this position; however, the Senior MEAL Officer can also be assigned other relevant official tasks by Head of MEAL & Program Development/Senior Managers when required.

Qualifications and Experience:

  • Master’s degree from a recognized university in a relevant discipline
  • Minimum 3 years of experience in the development/Humanitarian sector is considered necessary

Experienced in field monitoring on a diverse range of themes such as Livelihoods, Emergencies, DRR, Education and Health etc

Technical Competencies:

  • Sound knowledge of M&E tools and initiatives, specifically with regards to Core Humanitarian Standard
  • Ability to develop log frames and Performance Management Frameworks
  • Experience of using android and cloud-based M&E tools
  • Sound understanding of Humanitarian and Development context in Pakistan
  • Familiarity with the use of Sphere and CHS, particularly at field level
  • Training and facilitation skills in English
  • Good interpersonal skills and ability to support teams

Ability to work independently, ability to take initiatives, and make decisions 

Languages: Proficiency in English, Urdu and Sindhi is essential.

 IT: Strong Excel skills essential for analysis, visualisation, and presentation of information. Comfortable working with Word, PowerPoint, and Adobe.
