Summary:

Senior Program Manager - Education and PPPs will be responsible for developing and executing PPP for education strategy of the program; integration of PPPs with CMP’s other components and developing and supervising the related information / reporting. This position will reports to Senior Education Reform Expert based in Karachi.

Responsibilities: 

  • Take lead in performing all areas of program management for Component-4 of CMP like development of work-plans, strategies, communication products budgeting, implementation, technical writing, donor and internal reporting, concept notes, etc.
  • Provide technical support and assistance to supplement the GOS’ and USAID’s efforts to create and establish outsourced public private partnerships management model for SBEP schools.
  • Take lead in organizing round-table conferences, consultative sessions, seminars and workshops to explore and identify best practices to refine technical and financial models for EMOs; establishing relations with private sector to sustain and expand the pool of credible organizations for GoS Policy Reform of EMOs.
  • Provide technical assistance and support to the SELD in development of EMOs Request for Proposals, acquisition of required data, incorporating technical details and financial models, and responding to technical queries of GoS line departments and the prospective bidders.
  • Provide support to the PPP Node of SELD in following up with prospective bidders for their participation in bidding process, responding to technical queries, and providing guidance to prospective bidders with the aim to secure quality bids for management of public schools. 
  • Provide technical assistance and support to the SELD and Finance Department, GoS for technical and financial evaluation of bids received against selected public schools, and performing pre-and-post concession agreements documentation and formalities.
  • Provide technical assistance and support to the SELD in identifying and forming operational relationships with Independent Auditors, and Independent Education Experts to effectivity administer the signed partnerships/agreements for management of public schools.
  • Provide support to the PPP Node of SELD for technical documentation, inter-and-intra departmental coordination for procedural matters, budgetary allocations, sharing of details, technical queries, etc.; and applying consensus-building skills to promote coordination among diverse interests and institutions for EMOs reform.
  • Organize stakeholders’ sessions at provincial and district levels aimed at facilitating implementation of EMOs reform, acquiring support and endorsement of district administration, district education departments and harmonizing relationships among involved stakeholders.
  • Take lead in organizing series of outreach campaigns and roundtables to expand the outreach of EMOs Reform in selected districts of Sindh, facilitating roles of EMOs District Support Committee, and to assist participation of prospective bidders in EMOs reform for effective management of public sector schools.
  • Conduct outreach to private sector entities for establishing strategic and resource support PPPs; Identify and assesses potential partnership opportunities; managing relationships with existing partners for implementation and realization of pledged support; and directing the implementation of local resource generation for CMP target schools and mechanisms for securing, tracking and encouraging local pledges and contributions.
  • Any other responsibilities suitable to task and commensurate with responsibility

Required Qualifications and Experience:

  1. Advanced University Degree (Master’s degree or equivalent) in Business Administration, Communication, Social Sciences, Marketing/Fundraising or related fields. (Bachelor’s degree in related field with ten or more years of experience as described below can be considered in lieu of Advanced University degree)
  2. Minimum 5 years of progressively responsible professional work experience in designing fundraising events, mechanisms, approaches, corporate fundraising, donor outreach and management, project management in corporate and institutional fundraising, preferably at the international level.
  3. Proven experience of generating support through the private sector.
  4. Demonstrated knowledge and understanding of private sector engagement vision of USAID, of experience of linkages with major local, multinational, and global corporations, foundations, clubs, philanthropists’ networks, diaspora groups, social entrepreneurs and other private sector entities which support social development projects.
  5. Demonstrated knowledge and experience of fundraising and resource generation for social development initiative, especially in education sector. Experience in individual or pledge fundraising also highly valuable
  6. Strong communication skills, including engaging and informative formal public speaking with strong preference for knowledge and experience in communications for private sector audiences.
  7. High competency in spoken and written English, and use of computers and communications technology
