Objective of the Consultancy
The objective of the consultancy is to provide technical assistance to Federal and Provincial Governments on designing, developing and deploying analytics and dashboard related to Basic Health Services (BHS), Infectious Diseases (ID) and Global Health Security Agenda (GHSA). Dynamic and customizable analytics and dashboard woud serve as a step forward towards J2SR in terms of data intelligence required with different viewpoints.
Principal Duties and Responsibilities
The consultant under direct supervision and guidance of the Country Director with 120 days of LOE (20 days per month), in coordination with National Supply Chain Coordinators, will be responsible for documenting the requirements, designing and developing the analytics and dashboards, defining the needs of data at facility, district, provincial and national levels for various systems as and when required. The analytics and dashboards will be covering logistics indicators and providing dynamic business intelligence to the Government officicals and stakeholders. Data intelligence will be providing basis for timely planning and taking preventive and corrective actions for optimized ID and BHS supply chains and GHSA information. Following are the principal duties and responsibilities:
- Develop technical documentation according to stakeholders’ requirements for logistics’ analytics and dashboards related to ID, BHS and GHSA data.
- Develop data governance framework and policy to ensure quality of data and its usage
- Develop and design prototypes of analytics and dashboards aforementioned
- Finalize analytics and dashboards
- Develop interfacing specifications and protocols of the systems as per standards.
- Provide assistance in addressing LMIS support issues for BHS and IDs
- Conduct orientation of strategic users on data analytics
Required Skills and Qualifications
To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
- MS degree in Information Technology / Computer Sciences required.
- Minimum of ten (10) years of experience in MIS and Business Intelligence.
- Excellent interpersonal and communications skills
- Demonstrated leadership, versatility, and integrity
- Fluency in English required

Period of Performance and LOE
The expected duration of the assignment is six (06) months with a total LOE (Level of Effort) of 120 days (i.e. November 01, 2019 to April 30, 2020) distributed as maximum 20 working days per month
Supervision
The consultant will report directly to the Country Director
