Objective of the Consultancy

The objective of the consultancy is to develop supply chain package for products related to Basic Health Services including district level guidelines on forecasting and supply planning, procurement, storage and distribution, management information system and monitoring and evaluation for the focused districts of Mohmand, Charsadda, Lakki Marwat and Swat, Government of Khyber Pakhtunkhwa. Additionally, the consultant would coordinate with PSM for approved technical assistance to the Federal Government for developing a six-year GS-1 deployment strategy and national level procurement manual for primary and secondary and tertiary healthcare levels.

Principal Duties and Responsibilities

The consultant will work under the direct supervision and guidance of the Country Director with 80 days of LOE (Max 20 days per month), in coordination with National Supply Chain Coordinators and PSM KP team. The followings are the principal duties and responsibilities:

  1. Devise district level supply chain guidelines for KP, encompassing key thematic areas including: forecasting and supply planning, procurement, storage & distribution, management information system and monitoring and evaluation;
  2. Conduct rapid assessment of the current DRAP software with respect to its compatibility with GS1 and devise a brief report with suggestions/recommendations;
  3. Literature review of Global Standards-1 along with comparative analysis of different countries with Pakistan;
  4. Develop GS1 deployment strategy;
  5. Develop Medicines and Supplies National Procurement Manual for primary, secondary and tertiary healthcare;

Required Skills and Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Master’s degree in Social Sciences, Public Health, Supply Chain Management required
  • Minimum of ten (10) years of experience in relevant field. Experience with development sector preferred
  • Excellent interpersonal and communications skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required

Deliverable(s):

  1. District level Basic Health Services Supply Chain Packages for the Government of Khyber Pakhtunkhwa
  2. DRAP current GS-1 software assessment report with recommendations, comparative analysis report on application of GS-1 standards; and six years GS1 deployment strategy / plan for DRAP
  3. Medicines and Supplies National Procurement Manual for primary, secondary and tertiary healthcare

Period of Performance and LOE

The expected duration of the assignment is four (04) months with a total LOE (Level of Effort) of 80 days (i.e. November 01, 2019 to February 29, 2020). This is distributed as maximum 20 working days per month.

Supervision

The consultant will report directly to the Country Director.
