Objective of the Consultancy

The consultant will work under direct supervision and guidance of the Country Director, in coordination with National Supply Chain Coordinators. He/She will deliver technical assistance (TA) to Ministry of National Health Services, Regulations and Coordination (MoNHSR&C) for an integrated supply chain strategy for Islamabad Capital Territory (ICT) model district and also will be responsible for development of Costed Implementation Plan (CIP) for UNICEF HLMIS Project, as part of Deliverable-5.

Principal Duties and Responsibilities (Essential Functions - PSM)

The consultant under direct supervision and guidance of the Country Director with 60 days of LOE (15 days per month), will undertake following  principal duties and responsibilities:

  1. Conduct detailed assessment in close coordination with nominated government officials of various supply chain thematic areas in all primary, secondary and tertiary healthcare facilities of Islamabad for bringing out gaps and areas for improvement and identify the requirements of supply chain functions;
  2. Incorporate Government’s feedback and disseminate into the strategy;
  3. Devise a draft integrated supply chain strategy for the ICT to model district performance in all thematic areas including forecasting and supply planning, procurement, storage and distribution, management information system and monitoring and evaluation;
  4. Finalization of draft integrated supply chain strategy for the ICT;
  5. Submit a plan for building capacity of relevant government staff on supply chain functions and strategy.

Principal Duties and Responsibilities (Essential Functions – UNICEF HLMIS Project)

To cater for shared LOE of 20 days (5 days per month), with UNICEF HLMIS Project, the consultant in coordination with National Supply Chain Coordinator – Field Operations is responsible for facilitating the Project in following manner:

  1. Coordinate with Project staff for development of Costed Implementation Plan (CIP) as part of assessment of IT and hardware (Deliverable-6);
  2. Develop tools to monitor the implementation of MNCH LMIS in Punjab & Sindh as part of Deliverable-6
  3. Review the technical deliverable reports and provide guidance

Required Skills and Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Master’s degree in Management Sciences, Public Health, Supply Chain Management or a related field required.
  • Minimum of ten (10) years of experience in relevant field. Experience with development sector preferred
  • Excellent interpersonal and communications skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required

Deliverable(s):

GHSC-PSM Project

  1. Assessment Report encompassing supply chain gaps at all levels of ICT model district;
  2. Integrated supply chain strategy for all primary, secondary and tertiary facilities of ICT model district;
  3. Capacity Building plan of government staff on the strategy

UNICEF HLMIS Project

  1. Costed Implementation Plan (CIP) for assessment of IT & Hardware for MNCH LMIS
  2. Tools for process monitoring of field implementation for MNCH LMIS in both provinces

Period of Performance and LOE

The expected duration of the assignment is four (4) months with a total LOE (Level of Effort) of 80 days (i.e. November 1, 2019 to February 29, 2020). These days are distributed as 15 working days per month (60 days) for GHSC-PSM project and distributed as 5 working days per month (20 days) for the UNICEF HLMIS Project.

Supervision

The consultant will report directly to the Country Director.

Note:

  • The above position will work in close collaboration with the Information System Quality Assurance Advisor
  • Scope of work can be changed as per the advice by the donor
