Consultant Services Required as Institutional Strengthening Specialists for USAID’s Ambassador’s Fund Grant Program (AFGP)

AFGP is a grant-making program focusing on the following priority areas:

1.       Empowering Vulnerable Populations

2.       Supporting Governance Institutions in KP-NMD

3.       Engendering Free Information and Free Press Organizations

4.       Expanding Social Tolerance to Reduce Conflict

5.       Provide Technical Assistance

The Ambassador’s Fund Grant Program (AFGP) is seeking experienced Institutional Strengthening Specialists (Short Term Technical Assistance - STTAs) for multiple assignments in:

A) Institutional support to AFGP grantees for strengthening their operational and financial systems

B) Environmental compliance with USAID regulations;

C) Programmatic support services for AFGP e.g. capacity building and outreach.

REQUIREMENTS:

  • At least 10 years of relevant work experience and expertise in one or more of the above categories (A-C).
  • Proven experience of working with local organizations of various sizes and in different parts of the country.
  • Proven experience of providing trainings as well as hands-on, institutional support to local organizations.
  • Understanding and experience of gender mainstreaming at the institutional and/or program level.

Statement of Work 

Title:                    Institutional Strengthening Specialists (STTAs)

Reports to:         Deputy Chief of Party, AFGP

The Ambassador’s Fund Grant Program (AFGP or the Ambassador’s Fund www.tdea.pk/afgp ) is funded by the United States Agency for International Development (USAID) and managed by the Trust for Democratic Education and Accountability (TDEA). The Ambassador’s Fund requires the services of STTAs to provide specialized services in institutional strengthening for AFGP and its grantees. Areas of institutional strengthening include capacity enhancement of AFGP grantees in operational and financial systems; compliance with USAID regulations vis-à-vis environment and programmatic support to AFGP. Tasks may include provision of technical advice, analysis of existing data, improving the existing and developing new training materials, conducting trainings, and facilitating Communities of Practice as and when required. Candidates may have specialization/specialized expertise in one of these three areas.

  1. Institutional support to AFGP grantees for strengthening their operational and financial systems;
  2. Environmental compliance with USAID regulations;
  3. Programmatic support services for AFGP e.g. capacity building and outreach.

The consultant(s) will perform the following duties, as required and agreed in advance through written Task Orders ranging from 1 day to 30 days during a one-year period from November 1, 2019 to October 31, 2020. Unless otherwise directed in writing, all assignments would be conducted in close collaboration with the AFGP personnel.

Following are the types of assignments the consultants may be expected to carry out:

A. Institutional support to AFGP grantees

  1. Strengthen governance compliance; for example by ensuring that the governance structure complies with the regulatory requirements, the roles of the Board of Trustees and the Executive Team are clear and duly followed;
  2. Strengthen accountability systems; for example, admin, Logistics, HR, and Finance policies and systems are in place and being understood and used by the relevant staff and management;
  3. Support grantees in documentation of their policies and systems;
  4. Support grantees in following up on audit requirements; also to ensure that the grantees follow up on previous audits’ recommendations;
  5. Support grantees in compliance with USAID policies, procedures, regulations etc., through trainings, coaching and hands-on support;
  6. Support grantees in strengthening gender mainstreaming at the institutional level

B. Environmental compliance with USAID regulations

  1. Provide technical support, advice and training to AFGP staff on the effective and efficient implementation of USAID’s Environmental procedures;
  2. Support AFGP staff in Ensuring compliance with Title 22 of the Code of Federal Regulations, Part 216 (known as 22 CFR 216 or Regulation 216), IEE: OAPA-16-SEP-PAK-0019 and Pakistani Environmental Laws and Regulations;
  3. Assist AFGP in preparing Approved Regulation 216 Environmental Documentation, including but not limited to Environmental Documentation Form (EDF) and Environmental Mitigation and Monitoring Plan (EMMP);
  4. Undertake an environmental review of projects to ensure that all measures to mitigate the potential adverse impact of project on environment are part of project design and implementation;
  5. Prepare environmental review checklists and other impact assessment tools for identifying potential environmental impacts for project activities;
  6. Prepare and integrate an EMMP plan into annual work plans, making any necessary adjustments to activity implementation in order to minimize adverse impacts to the environment;
  7. Ensure equipment is managed and disposed of in an environmentally safe manner in accordance with international best practices acceptable to USAID;

C. Programmatic support to AFGP

1.  Review and Development of Training/Resource Materials:

  • Review, update and improve existing materials and/or develop new resource materials related to USAID policies and procedures relevant to Ambassador’s Fund grantees
  • Improve existing training materials and/or develop user-friendly, participatory training materials and manuals for organizational development workshops
  • Develop training methodologies, content and plans
  • Prepare trainers’ guidelines and supporting notes for Ambassador’s Fund staff and other trainers
  • Identify supplementary readings/ reference material for the AFGP and training participants

2.  Conducting Training and Mentoring:

  • Deliver face-to-face trainings (organizational workshops) for Ambassador’s Fund grantees
  • Provide technical support/mentoring/on-the-job training directly to grantees
  • Provide technical support to Ambassador’s Fund staff engaged in mentoring of grantees projects
  • Draft required reports after the completion of any training or mentoring activity

3.  Communities of Practice:

  • Contribute to the design and planning of Communities of Practice among Ambassador’s Fund grantees
  • Co-facilitate one or more Communities of Practice conferences or other events
  • Facilitate one or more Communities of Practice
