PROGRAM IN GILGIT BALTISTAN:

 Alight has initiated a program “Improved Access to Quality Education in Gilgit Baltistan”. The overall goal of the program is “Increased and equitable education and skills development opportunities for girls and boys in Gilgit Baltistan”. The program will focus on two thematic areas 1. Education and 2. Skills Development. The focus of its education component will be to enhance the enrolment, retention and quality of education in 4 districts of Baltistan (Shigar, Skardu, Kharmnad, Granche) and in 6 districts of Gligit (Hunza, Gilgit, Ghizer, Diamer, Astore, Chitral) of Baltistan and collaborating with Department of Education Gilgit Baltistan to support the interventions contributing in to achieving the commitments under its education strategy 2015-2030. In the skills development component Alight will focus on engaging with communities and stakeholders and conduct an in-depth assessment and market analysis to identify trends and demands of existing labor, business and employability trends and opportunities within Gilgit Baltistan. 

 

POSITION TITLE:                M&E Assistant

DIRECT SUPERVISON OF:    Provincial Manager and technically reporting to Senior MEAL Officer in Country Office

JOB SUMMARY:

 The incumbent will be responsible for M&E department at the field level and assist the Country team in monitoring and evaluation of program areas.

 DUTIES AND RESPONSIBILITES:-

  • The M&E Assistant will assist the Senior MEAL Officer in the monitoring, evaluation and research in program area.
  • Assist the MEAL department to coordinate for M&E activities with the rest of the field staff members
  • Analyze data collected from field units producing and updating various statistical briefs.
  • Assist the Senior MEAL Officer and Provincial Manager to design monitoring formats/tools.
  • Support in carrying out research for the improvement of the program.
  • Work with the field Provincial Managers in identification of the study areas and carrying out case studies, impact assessment etc at program level.
  • Develop and maintain a database for various programs
  • Assist Senior MEAL Officer in development, maintenance and reporting of Indicator Tracking Table (ITT)
  • Report program progress to Senior MEAL Officer using dashboard on monthly or on regular intervals as agreed.
  • Operate, coordinate and handle the data related to on-going projects/programs
  • Assisting in preparation of quarterly and annual work plans.
  • Conduct field monitoring visits and generate synthesis on findings.
  • Assist the Senior MEAL Officer and Programs teams in putting together the Monitoring and evaluation guidelines and ensure its implementations.
  • Assist Senior MEAL Officer and other relevant program heads for coping with the weaknesses and possible vulnerable areas; through proper and timely sharing of information. 
  • Assist the Programs team in guiding the process for identifying the key performance questions/indicators and parameters for monitoring program performance and comparing it to targets. Design the format for such performance reports.
  • Assist   in designing the framework for the physical and process monitoring of program activities based on the annual work plan and in particular the program budgets.
  • Review monitoring reports; analyze them for impact evaluation and to identify the causes of potential bottlenecks in program implementation.

 EDUCATIONAL AND EXPERIENCE REQUIRED:-

  • Bachelor degree in relevant field development studies, international development, economics, agriculture, rural development etc.Time Management ability to manage stiff work and submission deadlines in the assigned timeline.

  • Minimum 4-5 years experience in a similar capacity.

  • Capable of working individually and as part of a team.

  • Capable of handling database and spreadsheets (Access, Excel, SPSS).

  • Excellent written and verbal communication and report writing skills.

  • Team working should be able to work as a team player.
