Under its Education theme, Alight Pakistan launched the biggest ever three years (2018-2020) education initiative for Out of School Children (OOSC) in Pakistan in collaboration with Ministry of Federal Education and Professional Training, Government of Pakistan and Educate A Child (EAC).

PROGRAM IN GILGIT BALTISTAN:

Alight has initiated a program “Improved Access to Quality Education in Gilgit Baltistan”. The overall goal of the program is “Increased and equitable education and skills development opportunities for girls and boys in Gilgit Baltistan”. The program will focus on two thematic areas 1. Education and 2. Skills Development. The focus of its education component will be to enhance the enrolment, retention and quality of education in 4 districts of Baltistan (Shigar, Skardu, Kharmnad, Granche) and in 6 districts of Gligit (Hunza, Gilgit, Ghizer, Diamer, Astore, Chitral) of Baltistan and collaborating with Department of Education Gilgit Baltistan to support the interventions contributing in to achieving the commitments under its education strategy 2015-2030. In the skills development component Alight will focus on engaging with communities and stakeholders and conduct an in-depth assessment and market analysis to identify trends and demands of existing labor, business and employability trends and opportunities within Gilgit Baltistan.

DIRECT SUPERVISION OF:      Provincial Manager and Technical reporting to Operation Manager and Grants Coordinator in Country Office

JOB SUMMARY:  

This person will be responsible to provide Financial and Operations Management support to program in Gilgit Baltistan. The individual will be responsible for entire Operation and Financial Management of Gilgit Baltistan program of ARC Pakistan

DUTIES AND RESPONSIBILITIES:

Operations:

·         Supervision of all Operation staff of Gilgit Balistan

·         Provide support to all national staff for liaising with Governmental institutes.

·         Manage and maintain the ARC IT infrastructure for all offices of ARC in Islamabad

·         Providing IT support to all staff and responsible for day to day trouble shooting of IT issue

·         Assist for operational input in drawing up plans, proposals and budgets for extensions of Program

·         Ensure the effective communications flow between field office and country office

·         Supervision of all Operations staff of Gilgit Baltistan and ensure efficient and smooth management of procurement,   administration and logistic departments

·         Ensure the payments of all invoice are done well on time

·         Travel to the Program locations when required

·         Act as Security Focal person for Gilgit Baltistan

·         Update and maintain security equipment in all Gilgit Balistan office of ARC

·         Responsible for travel approval of all local staff

 

FINANCIAL MANAGEMENT:-

·         Manage day-to-day accounting functions including regular cash verification, bank and balance sheet accounts reconciliations, monthly closing, timely submission of financial report to Country Office (CQ), donors etc.

·         Complete monthly cash and bank reconciliations.

·         Promptly respond to Country Office finance queries.

·         Note and address any significant variances.

·         Monitor grant spending through production of monthly Budget versus Actual (BVA) analysis and ensure program teams explain significant variances and propose corrective measures.

·         Play a facilitator role in organizing relevant meetings to discuss grant financial and country operational variances

·         Monthly closing, timely submission of financial reports to ARC CO and donors

·         Ensure on-time monthly submission to ARC CO.

·         Prepare timely cash requests and accounting reports.

·         Contribute to the production of detailed procurement plans, built around detailed grant implementation plans

·         Monitor grant spending and projections.

·         Support program teams to accurately realign budgets whenever necessary.

·         Provide regular and timely budget reports and analysis to the Country Director and program managers.

·         Liaise with donors on finance and budget issues as required.

·      Supervision of finance staff. This includes ensuring they are properly trained well awarness of  performance expectations, also carryout staff appraisals for finance staff.

·         Travel to the field as required ensuring systems are properly followed.

·        Implement and administer ARC systems for internal control, compliance, and accounting data processing and financial reporting functions in accordance with donor regulations.

·         Develop internal audit function and perform internal audit and reviews to ensure compliance with ARC and donor requirements.    

·         Maintain up-to-date, accurate accounting system, including: computer data entry and paper file system.

·         Ensure local taxation law requirements are fully complied with.

EDUCATION AND EXPERIENCE REQUIRED:-

  • Master degree or MBA in finance, accounting or related field
  • Minimum 07 years of experience at a senior level in Operations and Finance function is required.
  • Experience in multi- cultural and multi- level programs.
  • Strong computer skills in Excel, Word, Outlook etc.
  • Excellent written and oral communication skills
  • Ability to work in a team in an intense environment.
  • Ability to prioritize multiple task and meet deadlines
  • Transparency, accountability and ethical behavior in daily organizational activities.
