Position Objective

On behalf of the Climate Advocacy & Coordination for Resilient Action (CACRA) project, Pakistan Red Crescent Society (PRCS) is hiring a strong leader and professional to assume programme management responsibilities in Pakistan. Together with its partner, the German Red Cross (GRC), PRCS is committed to being more effective and efficient when building capacity and learning related to all Disaster Risk Management (DRM) programmes and projects. A key component of the CACRA project is to ensure the incorporation of CCA issues into all existing and future PRCS resilience initiatives.

The programme manager will be part of the established CACRA project team and will be instrumental in managing and guiding five programme officers. The CACRA project focuses on strengthening and building sustainable operational capacity through a revision of DRM and resilience strategies, policies and from the development of climate-smart methodologies to be applied as part of community-based activities.

Additionally, the programme manager position is to represent the CACRA project towards PRCS, Red Cross & Red Crescent Movement and non-Movement partners and other key stakeholders in Pakistan. The programme manager will be responsible for the development of a PRCS DM Policy, an Early Warning System (EWS) framework and in optimising compliance with administrative, financial and technical aspects of the project and in maintaining a positive and constructive dialogue with GRC counterparts.

Expected key results

  • Galvanise the PRCS-GRC partnership, achieving project objectives and outputs
  • Ensure professional oversight of project technical, administrative and financial matters
  • Act as PRCS lead on the development of community-based resilience/climate-smart tools
  • Strengthen communication and cooperation with PRCS HQ departments, provincial headquarters and programme officers
  • Pursue strong external partnerships through coordination and collaboration in line with CACRA strategic priorities and objectives
  • Facilitate and support performances and well-being of all project staff

Main tasks

  • Responsible for development and delivery of the DM Policy, EWS framework and project outcomes in support of PRCS
  • Ensure that the CACRA project’s resources are used effectively to provide the maximum impact of institutional initiatives and developed tools
  • Ensure accountability to partners and donors in all project-supported activities
  • Responsible for project staff management including recruitment, induction and performance
  • Oversee project support, ensuring that all reporting, monitoring and evaluation is of a high standard
  • Ensure that the project’s administrative and financial management systems, procedures and systems meet required standards
  • Ensure that any risks to the project and its activities and activities are appropriately managed, reported and mitigated
  • Strengthen relationships with the IFRC, IFRC Climate Centre, ICRC and Partner National Societies (PNS) in a coordinated manner to reflect the project’s strategic priorities and agreements
  • Represent the project in Movement Coordination and relevant national DRM/DRR fora and ensure project staff are engaged in appropriate technical working groups
  • Build partnerships in Pakistan in a coordinated manner to reflect the project’s strategic priorities
  • Ensure internal and external communication of project results and achievements
  • Assist PRCS and PNS-supported development of DRM/CCA concepts and proposals
  • Any other tasks as assigned by the Senior Management.

Essential experience and qualifications

Applicants must have a relevant academic background, e.g. Master’s Degree in Development Studies, Project Management, Disaster Management or other relevant fields, with:

  • Minimum of five years’ management experience in the humanitarian and development sector
  • Minimum three years’ experience at a representational level working in partnership, building partnerships, developing and leading projects in the humanitarian and development sector
  • Strong experience in managing humanitarian and developmental programmes.
  • Experience in managing donor budgets as well as technical project teams.
  • Demonstrated experience from relevant sectors incl. organisational development and CCA.
  • Proven risk management experience (financial, programme and reputational)
  • Developing and leading people and management of multi-cultural teams; mentoring and coaching staff and local partners
  • Good understanding of the national humanitarian system and its key stakeholders
  • Demonstrated strategic analysis and planning capability
  • Profound understanding of vulnerability and resilience issues, humanitarian trends and protection, inclusion and gender mainstreaming
  • Knowledge of the International Red Cross and Red Crescent (RCRC) Movement
  • Safety and security awareness
  • Demonstrated representational skills
  • Good interpersonal skills
  • Excellent command of written English (subject to testing)

Travelling

  • Frequent within Country travel to the project area.

Age Limit

  • Maximum age limit of 45 years.
