Scope of Work

Short Term Consultant - Research Associate

1.      Scope of Work Summary:

The scope of this consultancy is to work in the newly proposed “Policy and Strategy Unit” (PSU) in the Livestock and Dairy Development Department(L&DDD),Government of Punjab (GoPb) for undertaking various assignments related to strategy, policy and reforms under the guidance and supervision of COP USAID PEEP and Secretary, L&DDD to facilitate informed policy and strategic decisions, backed by strong qualitative and quantitative analysis.

For said assignments, he / she will facilitate and carry out all required analysis in the formulation of livestock policy guidelines, documentation and preparation of development and budgetary framework. The STTA will also assist in the preparation of Annual Development Program projects and preparation of PCIs. He will also facilitate in the preparation of concept papers for new projects/ initiatives.

2.      Background:

USAID-Punjab Enabling Environment Project (PEEP) has been designed to support the institutional capacity building for policy and regulatory reforms and early implementation of the same in the livestock, dairy and horticulture subsectors of Punjab. Through this project, USAID- PEEP would work in partnership with Punjab’s public & private sector, civil society organizations and academia to create an environment conducive to the growth of target sub-sectors. The project will also develop and implement a set of activities that will result in significant policy reforms and capacity building of its partners.

The provincial L&DDD is a line department of the GoPb, responsible for development of the livestock sector through policy formulation, institutional support and service delivery in the province. Through its Planning and Evaluation Directorate, L&DDD is undertaking short, medium and long-term planning in consideration of available information and annual growth targets of the government. The directorate is also responsible for monitoring of the ongoing and evaluation of the completed projects.

For developing livestock sector accelerated growth, effective medium- and long-term planning coupled with right priorities and allocation of adequate resources are imperative. Setting right priorities, making strategic decisions, and formulating policy options, require evidence based applied research that can provide qualitative and quantitative analysis of various policy options and instruments along with their respective budgetary and socio-economic impact. Carrying out gap analysis of on-going interventions, regular operations and service delivery mechanism are also equally important to gauge the effectiveness and efficiency of current budgetary allocation. Such analysis can provide input or lead to policy and institutional reforms required to meet current and emerging socio-economic challenges.

To strengthen the policy and strategy formulation function of L&DDD, the department has decided to set up a “Policy and Strategy Unit” (PSU) in L&DDD. USAID PEEP has agreed to provide technical assistance with the following objectives.

1. Identifying major policy challenges, and undertaking evidence based qualitative and quantitative research, either in-house or by other partners of PEEP, for developing policy recommendations for improving rules, regulations by-laws and pertaining standards, procedures and SOPs.

2. Facilitating the L&DDD to develop business enabling environment through formulating conducive policies and taking strategic decisions. USAID-PEEP will engage the policy communities on various policy issues through policy dialogue, seminars, roundtables, conferences, workshops and will provide the synthesized information to L&DDD through newly established unit for incorporating in Livestock policy.

3. Work on and implement the policy reforms leading to development of a new pro-poor and small farmer centered livestock policy with the following thematic areas:

    1. institutional capacity development
    2. livestock productivity enhancement
    3. marketing and investment
    4. regulatory framework
    5. data collection and procedures for its validation

4. Development of a framework for implementation of the policy such as the Mid Term Development Framework (MTDF) and Mid Term Budgetary Framework (MTBF)

5. Facilitate development projects through preparation of PC-1 for Annual Development Program and special initiatives undertaken for the implementation of livestock policy.

6. Continuous input on policy initiatives for implementation of the new livestock policy after its approval

With this backdrop, for the proposed PSU, PEEP intends to hire the services of a short-term consultant who can work as “Livestock Business and economic Analyst”, to undertake various assignments, related to policy options and strategic interventions for the development of livestock sector.

3.      Objective and Purpose of the Consultancy:

The overall objective of this assignment is to help establish the proposed PSU, to assist in its sustainable operationalization, and to serve the proposed PSU as a technical resource, under the direct supervision of Secretary, L&DDD. Working at PSU, the consultant will undertake various assignments related to strategic issues hampering growth of the targeted sectors, preparation of the annual development program and economic and financial analysis of the projects submitted for approval to the competent forum.

4.      Principal Duties & Responsibilities:

  1. To attend PSU office daily during designated office hours during the consultancy period.
  2. To liaise with the Secretary L&DDD or his nominee on daily basis for work assignments given by L&DDD and updating him / her about the progress, as and when required.
  3. Provide secretarial and day to day support to PSU unit necessary to ensure its successful operations.
  4. Ensure timely, high quality completion of all relevant reporting requirements.
  5. Exercise professional interpersonal skills to effectively work with all project staff, clients, and counterparts.
  6. Ensure close collaboration and teamwork with all project technical activities.
  7. Perform all other tasks as may be assigned in a manner that contributes to the achievement of the project’s work plan and objectives.
  8. Report on working and contributing in the policy document encompassing milestones, activities and tasks along with a time line at within three days of inception of the assignment.
  9. Report and documentation for
    1. Midterm Development Framework
    2. Midterm Budgetary Framework
    3. PC-1s, concept notes, feasibility studies, prepared for the implementation of Annual Development Program and the new livestock policy.
    4. Monthly reports on progress of the assignment

10. Presentations highlighting the findings and analysis, in stakeholders’ seminar / meeting to be organized by USAID PEEP

11. Document program activities through weekly summaries of activity in PSU.

12. Aid in planning and arrangement of conferences, seminars and meetings.

13. Assist in producing program materials pertaining to projects and initiatives.

5.      Specific Tasks of the Associate:

The associate shall use his / her education, experience, competencies, and skills to accomplish the following:

  1. Have a meeting with COP USAID PEEP and respective professionals of PEEP, to understand the role and responsibilities of PEEP in this collaboration and setting up of PSU. Hold an initial meeting with Secretary, L&DDD, to understand the purpose, objectives, functions, modalities and role of newly established PSU.
  2. Coordinate with technical team on day to day basis and report on progress to supervisors / experts to ensure smooth planning and implementation of the consultancy work plan.
  3. Provide technical support in report writing, documentation and filing, follow-up on activities, and decisions taken in meetings.  
  4. Maintain liaison with other sections / wings of L&DDD and external stakeholders.
  5. Provide administrative support to prepare communications, reports, charts, tables, presentations, work plan(s), budget(s) or any other documents in English and/or Urdu.
  6. Schedule meetings and organize meetings for supervisors and other project technical staff.
  7. Undertake necessary secondary and primary research to support the work of other technical experts.
  8. Arrange and participate in meetings, conferences, and PSU’s activities, take and prepare minutes of those meetings.
  9. Developing databases / excel sheets / presentations as per requirement.
  10. Manage, organize, update and file data related to PSU’s work.
  11. Printing scanning, photocopying and other office routine work.
  12. Perform all other relevant duties that may be assigned by the Supervisor and/or the nominee of the Secretary L&DDD

6.      Deliverables:

The expected output (deliverables) should include, but not limited to, the following:

  1. Within 5-person days of issuance of task order the consultant should submit a detailed plan of execution;
  2. Within 15-person days of the start of assignment, the consultant will provide preliminary report on analysis of the existing development plans, new initiatives under the Annual Development Program, Midterm Development and Budgetary frameworks. 
  3. Monthly report, encompassing all the activities completed in last month.
  4. The consultant shall final report on the following at the end of the assignment:

a)       Facilitation to the L&DDD in the formulation of livestock policy guidelines

b)       Facilitation and assistance provided on the development of Annual Development Program, Midterm Development and Budgetary Frameworks and PC-Is and concept notes prepared for the projects/initiatives

c)       Training facilitation to L&DDD staff on Log frame and Results Framework for the planning and implementation of projects as required by Planning and Development Department.

d)       The consultant is required to make a Power Point presentation to PEEP Program Team at the end of the assignment

7.      Job Qualifications

  1. Master’s degree in business administration, economics, social sciences or related field from a leading Pakistani or international university;
  • Minimum seven (07) years’ experience in, project planning, preparation of PC-Is, financial & economic analysis of the development projects, project monitoring and evaluation and an understanding of the livestock sector development.

  2. Experience in, and an understanding of, the development sector;
  3. Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work;
  4. Strong interpersonal, writing, and oral communication skills;
  5. Detail oriented and ability to accurately document files;
  6. Fluency in both written and oral English and Urdu required.
  7. Good computer skills with ability to prepare and deliver PowerPoint presentations.

8.      Duty Station:

The duty station for this consultancy is Lahore. The consultant is supposed to attend PSU office daily during office hours.

9.      Reporting:

The consultant will report to the USAID-PEEP and Secretary, L&DDD on their deliverables and will be supervised by the Secretary or his designee for the day-to-day work. All the deliverables will be approved by COP PEEP as well as L&DDD.

10.   Intellectual Property Rights

All outputs under the assignment shall be the sole property of USAID-PEEP. The consultant shall not exercise any rights, on all the outputs and cannot share the same with any outsiders without the prior permission of PEEP management.

Level of Effort

The LoE for the assignment is 115 days
