These TORs have been prepared to hire services of an individual consultant/organisation to conduct an evaluation including quantitative and qualitative assessment and impact of Oxfam’s work to the Federal, Provincial and local Governments as required. The TORs will be utilized to procure services under a framework for 3 years to carry out three subsequent evaluations on a yearly basis (2019, 2020, 2021). The yearly budget and specificities of the TORs will be negotiated each year within given framework agreement.
