Background & Purpose of Assignment

USAID funded Punjab Youth Workforce Development (PYWD) project is investing in the underprivileged youth, by providing them with skills, entrepreneurship and linking skilled youth with employers to meet the needs of the industry as well economic benefits of youth and their families.  This three-year project is being implemented Louis Berger Group in collaboration with relevant public sector organizations and local partners.   The project is helping to enhance the socially constructive attitudes among the youth and enable employment opportunities for 10,000 youth, including 35 percent women in four Southern Punjab Districts: Bahawalpur, Lodhran, Multan, and Muzaffargarh.

 

Description of Assignment

The consultant will examine change accomplished by the PYWD Project and compile evidence-based outcome study report, and also document key lessons learned for future programs. He or She will closely work with project M&E and program team to understand the Theory of Change, results framework and key objective specified in Project’s approved M&E Plan and also review the available M&E dataset to evaluate the major achievements of project against the set objectives

Specifically, the Consultant will:

  • Understand the project results framework and evaluate the achievement of programme towards meeting expected results i.e. Results 1. IR 1: Youth Economic Opportunities increased, Results 2. Socially Constructive attitudes & beliefs among youth and their communities enhanced.
  • Identify extent in which the project contributed to enhancing the capacity of TVET sector authorities and training institutes.
  • Review and analyse project M&E data, use available data for quantitative analysis of outputs and outcomes.
  • Propose and use qualitative methods determined and validate how the project has contributed to bring the change. For this, he or she will collect qualitative data from key stakeholders including beneficiaries, COs, training providers, and employers.
  • Combine the quantitative and qualitative datasets to assess the intended and unintended outcomes and examine the appropriateness of interventions carried out in order to achieve project goals.
  • Based on findings from above, capture key lessons and develop and make recommendation for future programming
  • Present the key findings, lessons and recommendation to project leadership.
  • Submit draft report for review and incorporate feedback.
  • Submit final report

QUALIFICATION AND EXPERIENCE OF THE CONSULTANT

  • Advanced university degree in relevant area i.e. Research, M&E or Social Science
  • At least five (5) years of experience in designing and conducting similar studies, preferably for TVET Sector project
  • Extensive experience in field research, qualitative data collection, analysis, and interpretation
  • Excellent reporting writing and presentation skills
