JOB SUMMARY:

Under the guidance and supervision of Senior Health and Nutrition Advisor, oversee the implementation of Organization Pakistan nutrition projects in Sindh. Provide strategic input and capacity building support to NGO partners on nutrition (specific and sensitive) programming. Responsible to set up and coordinate Organization’s nutrition response with relevant stakeholders, along with representing Organization on various forums and networks at the provincial level.

DUTIES AND RESPONSIBILITIES:

  1. Oversee the implementation of all nutrition interventions of Organization in Sindh province ensuring that programme growth is in line with country strategic plans.
  2. Identify potential nutrition and nutrition-related projects for development and lead on the concept note or proposal development while liaising with interested partners and stakeholders
  3. Provide technical inputs and guidance to Organization’s partners implementing nutrition projects with regular visits to project sites
  4. Provide supportive supervision and guidance to Organization’s nutrition team and its partners to develop work and budget plans for implementation of projects. Support the field teams in the execution and monitoring of the work plans ensuring that the project activities/outputs are timely met and same is reflected in the commitments which are agreed with all relevant stakeholders.
  5. Ensure that data analysis and periodic data reviews are conducted in coordination with M&E managers and Health and Nutrition advisor for quality output of data analysis.
  6. Develop/organize training opportunities to build the capacity of the nutrition staff of implementing partners, so that they have enhanced and improved knowledge of the subject and its implementing tactics. This includes staff training in programmatic areas such as reporting, monitoring, evaluation, budgeting, and supervision.
  7. Review all reports prepared by the nutrition staff and provide appropriate feedback to the staff and ensure that reports are written and submitted to stakeholders in a timely manner.
  8. Strengthen coordination with Health Department, Nutrition Cell, UNCIEF / WFP, INGOs / NGOs and other stakeholders at provincial and district levels. Ensure that relevant line department staff are aware of project activities and approve the intervention.
  9. Participate in Cluster / working group meetings at provincial and district level and liaise with Provincial Nutrition Cell, UNICEF, WFP and other stakeholders working in the field of nutrition.
  10. Assist the senior management for effective and efficient managment of the partners in line with the project proposal, financial management, the time-frame and the donor regulations and to implement organizational procedures, systems and guidelines.
  11. Liaise with the Senior Health and Nutrition Advisor based in Islamabad regularly for technical assistance and support  to ensure that nutrition programmes are in sync with Pakistan nutrition guidelines and implementation strategy.
  12. Support in designing and implementing technical nutritional surveys in coordination with other departments/locations.
  13. Support and cooperate with other sectors especially WASH and FSL for issues related to nutrition.
  14. Promote and ensure compliance with the requirements of Organization's Programme Participants Protection Policy to ensure maximum protection to programme beneficiaries.
  15. Ensure optimal use of financial, human and material resources within Organization work; in a transparent and accountable manner consistent with Organization’s systems and procedures delivering quality results and demonstrating value for money.

Person specification

  • Minimum sixteen years of education preferably in the field of medicine, nutrition, public health, sociology, administration / management, community development or other related fields  
  • Minimum 5 year experience working in nutrition and/or public health, particularly around CMAM / Infant and Young Child Feeding interventions
  • Experience in capacity building and mentoring of staff and community actors
  • Excellent written, verbal and presentation skills in English and Urdu. Computer skills (MS Word, Excel, internet, etc.)
  • Experience working with local government departments and local partners
  • Experience in nutrition surveys e.g. SMART / SQUEAC; and data analysis

Accountability: Accountable as per above mentioned responsibilities and also that systems are not bypassed.

Authority: As per authorization and delegation framework, procedural manual and SOPs.

Special Circumstances:

Organization, like other INGOs working in Pakistan, sometimes has to operate in risky environments/areas. Organization has a SMP for all possible risks. As part of essential staff responsibilities, the position will be required to work in emergency situations.

In this context all Organization staff have a responsibility to the organisation to strive for, and maintain, the highest standards in the day-to-day conduct of their work in accordance with Organization’s core values and mission.

Any candidate offered a job with Organization will be expected to sign the Programme Participant Protection Policy and the Organization Code of Conduct as an appendix to their contract of employment. By signing the Programme Participant Protection Policy and the Organization Code of Conduct candidates demonstrate they have understood their content and agree to conduct themselves in accordance with the provisions of these two documents.

Any breach of the Organization Code of Conduct or the Programme Participant Protection Policy by employees of Organization during the course of their employment will result in disciplinary action up to, and including, dismissal.
