Project Description:

The USAID-funded Pakistan Reading Project (PRP), implemented by the International Rescue Committee (IRC) and its partners (Creative Associates International, World Learning, and Institute of Rural Management), is a seven year project with the objective to support the provincial and regional departments of education (DoE) throughout Pakistan to improve reading skills of children in grades one and two. The project will achieve this goal through three distinct but interrelated components that will work in synergy to affect the quality of early grade education: improve classroom learning environment for reading, improve policies and systems for reading, and community based support for reading in Pakistan.

Reporting & Supervision:

The Consultant Public Private Partnership will report to the Technical Director Policy.

Objectives of the Consultancy:

The objective of the consultancy is to work with the federal and provincial governments, local, national and multinational companies, individual and institutional donors, foundations NGOs, INGOs, educational institutions, universities and business associations to develop innovative public-private partnerships (PPPs) to ensure funding and or in-kind support to promote and sustain reading programs, especially in early grades.

The PPPs leveraged by PRP will foster coordination and help bridging the gap between the public and private sector by appropriate resource allocation, capacity building at different tiers; thus enabling a sharing of resources, skills, and networks that allow partners to achieve far more than they could individually. To help realize these synergies, PRP will also provide technical assistance to facilitate meetings of regional PPP Task forces for smooth conduct, sustainability and institutionalization of these partnerships.

Primary Responsibilities:

The consultant will be responsible for successful implementation of PPP action plan of PRP and the related information/reporting.

  • Identify major local, multinational, and global corporations, foundations, clubs, philanthropists’ networks, diaspora groups, social entrepreneurs, overseas Pakistanis and other private sector entities to provide reading learning support under public-private partnerships arrangement.
  • Develop linkages between PRP and private sector entities and follow-up and management of public-private partnerships;
  • Facilitate partnership agreements and support parameters for all involved parties.
  • Interact with provincial education departments and key officials from other government departments to engage them to support PRP’s reading interventions and sustainability of the program;
  • Support PRP’s program components and departments in leveraging private sector support in their activities and assist in cross cutting themes.
  • Engage the private sector including business corporation, foundations, donors, NGOs, INGOs, and other private entities  to promote a culture of private support to improve reading outcomes in Pakistan;
  • Maintain a database of public-private partnership activities, and develop periodic reports;

Required Skills & Qualifications:

  • Advanced University Degree (Master’s degree or equivalent) in Business Administration, Communication, Social Sciences, Marketing/Fundraising
  • Minimum 5 years of progressively responsible professional work experience in designing fundraising events, mechanisms, approaches, corporate fundraising, donor outreach and management, project management in corporate and institutional fundraising, preferably at the international level.
  • Proven experience of generating support through the private sector.
  • Demonstrated knowledge and understanding of private sector engagement vision of USAID, of experience of linkages with major local, multinational, and global corporations, foundations, clubs, philanthropists’ networks, diaspora groups, social entrepreneurs and other private sector entities which support social development projects.
  • Demonstrated knowledge and experience of fundraising and resource generation for social development initiative, especially in education sector. Experience in individual or pledge fundraising also highly valuable
  • Strong communication skills, including engaging and informative formal public speaking with strong preference for knowledge and experience in communications for private sector audiences.
  • High competency in spoken and written English, and use of computers and communications technology
  • Business-like, diplomatic and organized in approach and presentable in appearance

Deliverables:

  • Develop plan for execution of PPP interventions in support of reading initiatives across Pakistan (except Punjab).
  • Manage existing partnerships and successfully complete the partnership development process of the potential partnerships in pipeline.
  • Develop new public private partnerships for sustainability of PRP reading initiatives in the public and private schools of targeted provinces/regions
  • Develop and submit PPP weekly updates, monthly, quarterly and annual progress activity reports

Duration/LOE:

  • 132 days (April – Oct 2019)

Payment Schedule:

Payment will be made to the Consultant based on submission of timesheets approved by Deputy Chief of Party (DCOP) Programs and the consultant’s supervisor. Total payment shall not exceed the LOE days.
