Request for Proposals - LND Video Development Scope of Work

The UK’s Department for International Development (DFID) has contracted Cambridge Education working in partnership with Delivery Associates (DA), to provide technical assistance for the final nineteen months of the Punjab Education Support Programme (PESP), which is led by the School Education Department (SED).

Background

The Literacy and Numeracy Drive (LND) is an initiative that seeks to improve the literacy and numeracy skills of students in grade 3 in public sector schools across Punjab. LND consists of a weekly LitNum hour where teachers focus on enhancing students’ literacy and numeracy skills through the use of scripted lesson plans and a monthly assessment to review progress. PESP 2, as a part of its work to revise and improve the LND model, seeks to develop videos to support this initiative.

Description of Activity

The videos for LND will serve two major purposes: (1) To train teachers on the LND approach and use of lesson plan activities in the classroom; and (2) To provide an orientation to Assistant Education Officers (AEO) and Monitoring Evaluation Assistants (MEA) for their respective roles in LND. These videos will include voice overs along with animated text-based explanations interspersed with video clips. Teacher videos will include demonstration of teaching techniques in real classrooms and opportunities to pause and reflect on material.

A total of 18 videos will be produced. A tentative list of video details are as follows:

Introductory Videos

Video 1: Introduction - LND overview + explanation of lesson plan routines (8-10 mins)

Video 2: Complete lesson routines in Math  (8-10 mins)                  

Video 3: Complete lesson routines in Urdu/English (8 -10 mins)

Video 4: Creating resources for Literacy and Numeracy  (6-8 mins)

Concept-Based Videos

Videos 5-8: Concept based videos for teaching English (6-8 mins each)

Videos 9-12: Concept based videos for teaching Urdu (6-8 mins each)

Videos 13-16: Concept based videos for teaching Math (6-8 mins each)

Orientation Videos

Video 17: MEA protocol for conducting assessment (5 mins)

Video 18: AEO orientation on teacher package (6-8 mins)

ToRs

In collaboration with PESP 2 team the following activities will be undertaken:

  • Participate in preliminary meetings to finalise video content outlines developed by PESP 2
  • Write scripts based on content outlines which includes identification of scenes, characters, dialogues, textual information and basic animation sections
  • Incorporate feedback from PESP 2, teachers and government stakeholders and finalise all scripts
  • Create a storyboard for each script, revise based on feedback from PESP 2 and finalise
  • Conduct rehearsals with teachers and students for filming after detailed preparations made by PESP 2 team
  • Film classroom demonstrations and interviews
  • Edit and produce videos according to agreed upon script/storyboard and share first cut of videos
  • Incorporate feedback from a teachers’ pilot, government stakeholders and PESP 2
  • Produce and share a second cut of videos for final feedback from PESP 2 and government stakeholders
  • Finalise all videos and share with PESP 2

Deliverables

A total of 18 high definition videos will be developed and finalised on the basis of a pilot in two parts as follows:

  • Part 1: 8 videos (3 introductory videos, 3 conceptual videos,  2 orientation videos)
  • Part 2:  10 conceptual videos

Timeline

First set of videos to be completed by 22 March 2019

Second set of videos to be completed by 12 July 2019

Eligibility Criteria

  • Minimum 2-3 years’ experience in developing educational videos in Pakistan

Submission

  • Submit a proposal outlining your costs and your approach to this activity (addressing the the ToRs) along with samples of your work
  • Providers can submit up to two quotes in their financial proposal

Selection Criteria

  • Selection will be based on the quality of proposal, cost-effectiveness and samples of previous work
