IEC/BCC Materials Designing and Printing (CBDRM, Shelter, WASH, Livelihoods)

Building Disaster Resilience in Pakistan (BDRP) - Community Based Disaster Risk Management (CBDRM) Component 

1.       Background

The consortium, led by Concern Worldwide (CW) in partnership with ACTED, Deutche Welthungerhilfe (DWHH), and International Rescue Committee (IRC), implements the Community Based Disaster Risk Management (CBDRM) component of Building Disaster Resilience in Pakistan (BDRP) (“programme”) in disaster prone districts of Pakistan.  The first phase includes 8 months inception period (September 2016 - April 2017), followed by 16 months of implementation (May 2017 - August 2018) in four pilot districts – two in Punjab (Rajanpur and Muzaffargarh) and two in Sindh (Ghotki and Kashmore). The Phase 2 commenced from October 2018 in 630 villages of 9 disaster prone districts of Pakistan including Chitral and DI Khan in Khyber Pakhtunkhwa, Tharparker, Dadu, Kashmore and Ghotki in Sindh and Jhang, Rajanpur and Muzaffargarh in Punjab province. The inclusion of Tharparkar and Chitral in second phase of BDRP has increased the scope of the programme from flood prone disasters only to both drought and multi-hazards (flood, earthquake glacial lake outburst flood and Avalanches).

The overall outcome of the BDRP programme is the “increased capacity to reduce disaster risk, through better planning, preparedness, response, and resource allocation at the governmental and community levels.” The delivery of CBDRM will assist targeted communities to mitigate and prepare for disasters through improved early warning systems, risk information, community level response mechanisms and improved linkages with disaster management authorities. In addition, community-based disaster risk reduction and climate change adaptation measures will also be realised for improving resilience

of local communities.

Following are the three outputs of the programme:

Output 1: Target communities have effective disaster risk management structures in place to take up and advocate resilience-building measures;

Output 2: Target communities and households are prepared to (a) cope with climate related natural disasters and (b) adopt risk reduction measures, and

Output 3: Target communities & households are introduced to sustainable livelihoods and environmental management practices for resilience building.

2.       Purpose of the Consultancy

The programme envisions that the target communities will be practicing improved CBDRM, WASH, Shelter and Livelihood behaviours with specific focus on the most vulnerable households. For this, Concern Worldwide and other consortium members developed different IEC materials for the previous phase of the programme, which were focusing more on the context of floods and addressed the barriers/issues accordingly. During the current phase, BDRP will be refining the IEC material development by keeping in view the current practices of the target communities through context specific approaches in the areas of CBDRM, Shelter, WASH and Livelihoods while having guidance from the Behaviour Change Communication Strategy already developed during phase 1. Widening the scope, the focus will also include the context of hazards related to earthquake and drought along with the floods. Thus, Concern Worldwide initiates this assignment to develop IEC/BCC materials targeting the key stakeholders of the programme. In doing so, a detail review of the existing IEC/BCC materials of CBDRM-BDRP will be done as desk review.

3.       Outputs

The potential consulting firm will be engaged with Concern Worldwide to produce the following set of outputs:

  • Review existing IEC/BCC materials used for CBDRM, WASH, Shelter & Livelihoods and field visits for developing understanding about project activities and beneficiaries
  • Develop IEC/BCC materials based on the programme approach and the utilisation of these materials in the field while consulting existing CBDRM-BDRP Behaviour Change Communication Strategy.
  • Share draft IEC/BCC materials with Concern Worldwide and incorporate feedback
  • Conduct field testing of the materials, review and develop final draft of the materials
  • Share and finalise final version of the materials
  • Supply the final version of soft copy of the materials
  • Print the materials for direct shipment to the programme districts

4.       Specific Tasks:

The consultant will be required to do the following set of tasks for each of the above outputs:

  • Establish the team of technical personnel required for the consultancy including a creative director, content writer, graphics designer and research and development team for field testing
  • Kick off meeting with the Programme Implementation Unit of CBDRM-BDRP in Concern Worldwide
    • Field visits to the target districts for audience analysis (communities) and review of the existing IEC/BCC materials being used in the districts by the BDRP programme, Government institutions (National Disaster Management Authority, Provincial Disaster Management Authorities, Sindh, Punjab and KP, Government of Pakistan), UNFAO led United Nations Consortium members, and International/National NGOs
    • Work plan submission including the  development of IEC/BCC materials, incorporation of Concern Worldwide’s comments, field testing timelines followed by feedback incorporation, development of finalised IEC/BCC materials and printing
    • Workplan finalisation after Concern’s feedback
    • Implementation of the workplan as per strict timelines
    • Contextualised content development and vetting
    • Field testing schedule, tool and Report
    • Final production  and sharing of IEC/BCC materials in soft copies with Concern Worldwide
    • Printing the materials as per the specified quantity and requirements. The final printing should be done after sharing the sample (dummy) copies of the printed material with Çoncern Worldwide and getting a go ahead from Concern
    • The printing copies will be directly couriered to Concern and Consortium members field offices
    • The IEC/BCC materials will be produced in local languages including Sindhi and Urdu

5.       Essential and Desirable Experience/Qualifications

  • The consultant/firm should have at least 3-5 years of experience in designing and printing IEC/BCC materials
  • Proven experience of working with International NGOs and/or UN agencies on preferably similar programmes
  • Experience of working in Pakistan on a similar assignment preferably with a DFID funded programme and ability to work in Pakistan and travel to programme areas.
  • Excellent understanding of geological context of the target districts of the programme
    • Proven ability to create content in Urdu and regional languages especially Sindhi
    • Excellent facilitation, content creation and creative skills

6.       Lines of Communication

The consultant will report to Communication and Reporting Specialist and will liaise closely with CBDRM/DRR, WASH and Infrastructure and Livelihoods technical specialist within Concern Worldwide Programme Implementation Unit.

7.       Time Frame

The consulting firm will complete the work over a period of 18 months expected to start in April 2019 or early with the following break up.
