Through emergency programs, CARE in Pakistan (CIP) has provided relief, recovery and rehabilitation support to millions of Pakistanis affected by disastrous floods, earthquakes and displacement. CARE International in Pakistan works through local partners and range of stakeholder for development as well as emergency response which makes partnership a key component of CARE’s work in Pakistan.

Job Summary:

The Project Manager will play a leading role in providing management and technical oversight to Project team in implementing the emergency response in Umerkot, Sindh. S/he will ensure that project is meeting its objectives in timely and effective manner and in coordination with clusters and government line departments including PDMAs and DDMAs/DCOs. PM will report to Humanitarian program coordinator and will work closely with Humanitarian program Team, Diversity and Inclusion Manager, and MEAL Manager in Islamabad and also provide guidance and support to monitor project interventions as outline in the proposal while working with partners in the field. With a strong technical background in  in implementation and management ofWASH, Health,Food Security and Livelihood programs , the PM is required to contribute to resource mobilization and development of quality proposals/concept notes that meet the needs of targeted beneficiary population; and attracts significant donor funding and contributes significantly to CARE’s strategic objectives and advocacy. The individual will also be expected to play a role in building strategic relationships and represent CARE in the area effectively.

Job Responsibilities:

Job Responsibility #1 PROJECT IMPLEMENTATION, TECHNICAL GUIDANCE AND ADVICE: % of Time:  40%

  • Ensure implementation of high-quality programs that adhere to organizational rules and guidelines;
  • Develop technical WASH and Health, WASH and FSL & Nutrition response plans and master budgets;
  • Ensure timely implementation of CARE’smulti-sectoral  drought sector program in affected districts of Sindh
  • Conduct regular assessment of emerging needs of the drought affected people and prepare innovative concept notes to address the identified needs.
  • Prepare detailed project implementation plan and ensure implementation in accordance with CARE polices and donor regulations.
  • Conduct monitoring visits to project sites and individual performance management work plans;
  • Prepare timely program and donor reports on project activities in compliance with internal and external donor requirements;
  • Put in place a multi-sectoralmulti sector MEAL plan, ensuring that it links to reporting requirements, and build capacity of technical field staff in carrying out the work.  Place sectoral accountability mechanisms, ensuring that feedback is incorporated into program design and learning disseminated to relevant stakeholders;
  • Carry out mentoring and advisory visits to program areas in order to support designing new programs and developing proposals or review/monitor/evaluate on-going grants;
  • Provide strategic guidance to project team in developing and/or aligning program activities to meet internal and external donor goals and objectives;
  • Support country team in partner ships mapping and development of capacity building plans of strategic partners. Support project team in building improved coordination with project stakeholders such as Government Liaison Offices, PDMAs/DDMAs, and other agencies relevant for the implementation of the project;
  • Ensure while working with project team that project implementation plans are developed to maximize the use of project resources which are cost and time efficient;
  • Ensure that accountability mechanism and tools are in place for project and are being used by project beneficiaries and communities. Complaints and Feedback logs are being maintained and addressed timely as per partner and CARE Humanitarian Accountability Framework;
  • Ensure CARE Pakistan’s partnership principles and processes are being followed, and make timely recommendations to ensure such processes are sufficiently streamlined to be responsive to partners and beneficiaries’ needs;
  • Ensure that the project team are fully briefed on all aspects of quality and accountability, security, social and cultural norms and local conditions and behavior;
  • Contribute as needed to the development of CARE’s transitional strategy from Relief to Early Recovery leading to Development Program in the targeted area;
  • Ensure that joint office protocols and SOPs are followed. In this respect, coordinate with CO and ensure that program support functions are available to guide and support for the project implementation in accordance with CARE policies and procedures;

Job Responsibility # 2:  ADVOCAY AND HUMANITARIAN PROTECTION: % of Time: 10%

  • Support the Project team, Diversity and Inclusion Manager, and other stakeholder such as UNFPA and protection cluster in the identification of the humanitarian and protection issues in the affected area for timely advocacy initiatives on protection;
  • Ensure vulnerable groups (women and girls) voices are heard at appropriate forums through advocacy and networking while involving other humanitarian partners, where necessary.

Job Responsibility #3:  CAPACITY BUILDING:  % of Time:  15%

  • Develop learning needs assessment and capacity building plans for CARE staff, linking capacity building initiatives to wider opportunities identified via coordination and networks;
  • Coach and mentor CARE staff and link in to wider organizational talent development mechanisms;
  • Oversee development and delivery of technical training material that will improve aspects of Health, WASH and FSL & Nutrition work within CARE locally and globally;
  • Promote a productive work environment respectful of the Code of Conduct and compliance with PSEA with zero tolerance for verbal and physical abuse or discrimination against other persons on the grounds of race, color, sex or creed.               

Job Responsibility #4:  ORGANIZATIONAL LEARNING: % of Time:  10%

  • Work closely with M&E Team in documenting lessons learnt, best practices and case studies to shape in-country strategies and program approaches, and contribute to broader sector learning;
  • Ensure that project M&E plan is developed and project MEAL staff is regularly carrying out M&E activities as per agreed plan. In addition, coordinate with MEAL Manager in Islamabad, to develop joint M&E mission for field activities and ensure lessons are incorporated into programming cycle.;
  • Work with the communications team to develop case studies/ success stories of the project;
  • Work collaboratively with other sector team leads on ways to integrate the project intervention with other programmes, where relevant, in order to maximize impact of CARE work.
  • Support Humanitarian Program Coordinator and MEAL manager in Islamabad in organizing after action review (AAR) or lessons learning workshops and documentation.              

Job Responsibility #4:  REPRESENTATION AND NETWORKING: % of Time:  10%

  • Represent the program at provincial and field-level and at working groups, workshops and strategic think tanks related to particular sectors;
  • Support advocacy initiatives related to the program;
  • Identify, establish and nurture external relations to support the program;
  • Proactively collaborate with authorities, and other stakeholders and consortia/Alliances/partnerships in relevant area.

Job Responsibility # 5: OVERSIGHT AND SUPPORTIVE SUPERVISION: % of Time:  10%

  • Supervise and manage project staff and technical consultants for project implementation;
  • Provide technical backstopping in planning, implementation and data management of the implementing team;
  • Provide supportive supervision to implementing team and CARE monitoring framework;
  • Coordinate with the MEAL team to ensure the delivery of baseline and end-line surveys and involve partner teams in the process of Baseline and End line surveys;
  • Review, monitor and manage the budget allocated for the project and ensure budget is utilized efficiently in-line with donor requirements and regularly provide feedback on Budget Variance Analysis to track program spending/ budget with Humanitarian Program Coordinator and Finance/Grant Unit and work closely with the partner on the same aspect;
  • Coordinate with Risk Management Unit to ensure that security protocols are being adhered to and all operation and security measures are in compliance to agreed protocols.

Job Responsibility #6:  PERFORM OTHER DUTIES AS ASSIGNED:  % of Time:  5%

  • Any other duty assigned by the line supervisor

Job Specifications:

  • BSc engineering, MBBS, MPH,or master in social sciences, development studies and related fields, WASH and FSL.
  • BE /BSc engineering degree in civil or agriculture engineering.
  • Minimum 5-7 years’ senior level humanitarian aid experience in complex emergency programs;
  • Project implementation experience with international donors will be preferred;
  • Experience in capacity building of partners;
  • Experience working with INGO’s, National, Provincial and district governments;
  • Demonstrated experience of gender sensitive programming.
  • Strong and Demonstrated experience in working with local partner organizations is required;
  • Comfortable in all aspects of managerial work, including managing large budgets and program support functions;

Technical Skills:

  • Understanding of project management in complex emergencies and knowledge of humanitarian operations and governance in Pakistan;
  • Capacity to develop, implement and analyze assessments;
  • Capacity to build and manage partner relationships;
  • Skilled to lobby and do advocacy at appropriate forums;
  • Develop and implement work plans in emergency context with rapidly changing situations;
  • Result based demonstrable managerial capacity;
  • Monitoring and evaluation skills;
  • Strong inter personal communication skills;
  • Critical analysis skills;
  • Fluency in written and spoken English and Urdu is required; fluency in Sindhi language is highly desirable
  • Excellent computer skills (MS office)

Working Conditions: 

The individual will be based in Umerkot, Sindh, with frequent travelling to project implementation sites, provincial headquarter (Karachi)  and CO, Islamabad.
