Project Description:

Deloitte Yousuf Adil, Chartered Accountants (Deloitte Pakistan) is contractor for USAID on Sindh Capacity Development Project (SCDP), a USAID three-year project that will support the sustainability of the Sindh Basic Education Program (SBEP). This will be done by ensuring stronger governance and improved public accountability in the education sector through systems building and institutional strengthening of Program Management and Implementation Unit (PMIU) and the School Education Department (SED) of the Government of Sindh.

SCDP aims to:

  • Improve efficiency and effectiveness of the Program Management and Implementation Unit (PMIU) to manage and implement SBEP in an effective and transparent manner;
  • Strengthen the effectiveness and impact of SBEP through the implementation of the monitoring and evaluation (M&E) plan and further disseminate knowledge to guide the education sector’s M&E programs and practices in Sindh;
  • Facilitate the systematic generation of knowledge on education challenges and innovative interventions and strategies to inform decision-makers for the improvement of education policies and programs in general and SBEP in particular;
  • Strengthen capacities, systems and policies of the School Education Department (SED) to improve the education services in conjunction with the education reforms in Sindh

Position Description and Role:

The NFE Associate will be responsible for providing technical assistance in ALP/NFE Policy management, its Implementation Framework (including its piloting), documenting good practices in ALP/NFE and more importantly, on strengthening of and day-to-day liaison with Directorate of Literacy & NFE and District level relevant officers, particularly, DO- Literacy in Project districts. The NFE Associate will carry out his/her tasks under the direct supervision of the Team Leader- Component-4 (Education Reforms & Policies). He/She will provide comprehensive technical support and service delivery mechanism to the Directorate of Lit & NFBE- SED to implement the ALP Policy with strong involvement of Private sector. The NFE Associate role will be to support our office with frequent liaison with the Directorate of NFE. The NFE Associate will, in particular:

Undertake stock-taking of the tasks completed and analysis of the ALP/NFE Directorate Lit & NFBE current situation, including mapping of the current interventions in SCDP sub-component 4c, identification of key problems, their causes and way forward to address them;

  • Prepare and update briefs, records and other documents on project implementation, provide material /input for publication and collect information, related to the Project.
  • Assist in finalization process of the implementation framework and to ensure to incorporate hefty involvement of Private sector in its service delivery mechanism.
  • In consultation with Team Leader- Education Reforms & Policies and COP, suggest fine-tuning of implementation framework aligned with the finalized policy, during the course of implementation of the ALP policy.
  • Follow up on implementation of the NFE/ALP policy with the relevant government offices, especially, the Directorate of Literacy and Non-Formal Education as well as DO (Literacy) in the project districts and focal officials in SED.
  • Prepare regular reports on the status of accomplishment of tasks with respect to Component 4.c, especially ALP policy implementation.
  • Collect and analyze data on ALP in Pakistan and specifically in Sindh; and extend his/her full support to the Directorate in smooth operationalization and improvement of ALP/NFEMIS.
  • In consultation with and Team Leader Education, Reforms and Policies, prepare capacity development briefs and organize trainings for relevant govt. Officials in the Directorate of Literacy and NFE and relevant organizations at provincial & district levels.
  • Assist Directorate of Lit & NFBE and District Officers (D.O.)-Literacy, and provide required technical support and guidelines as per Gov’t of Sindh SED policies.
  • Prepare recommendations on development and implementation of an equivalency framework, inclusion in the education management information system and other measures prepared Directorate of Literacy & NFBE with support of JICA/UNICEF/USAID and others to improve formal linkages between ALP/non-formal education (NFE) and the formal education system, for transition and mainstreaming of children back into the formal system.
  • Develop criteria for collection and document & disseminate ALP/NFE best practices and lessons learned in various parts of Pakistan and in particular in Sindh;
  • Assist Team Leader Education Reforms and Policies in achieving the overall objectives around SCDP Component 4-c ALP Policy, as and when required.
  • Liaise with project counterparts in both public and private sector on implementation of project activities.
  • Any other task assigned by the management from time to time

Qualifications:

  • Minimum three years of proven experience in policy and/or implementation of development projects preferably in Education
  • Minimum one year of experience of working for Non Formal Education in Pakistan
  • Bachelor’s Degree in public policy, social sciences, education, administration or other area relevant area
  • Sound knowledge of public policies of Pakistan preferably Sindh
  • Strong skills in research, report writing, data managements and synthesis, and use of MS Office applications
  • Strong communication skills, both interpersonal and written. Good presentation skills
  • Strong English writing and speaking skills. Professional level Urdu preferred.
