Project Description:

The U.S.-Pakistan Partnership for Agricultural Market Development (AMD) activity in Pakistan is a USAID funded project implemented by CNFA with the goal of supporting the development of Pakistan’s commercial agriculture, particularly through ‘Increased Economic Performance of Focus Enterprises’ to meet both international and domestic demand and requirements in targeted product lines in the Livestock, High Value Off Season Vegetables (HVOSV), Citrus, and Mango sectors. The program aims to create productive commercial linkages between agricultural producers and the private sector in the mango, citrus, halal meat, and high-value off-season vegetable value chains.

 

Position Summary:

CNFA is seeking applications from qualified candidates for Agricultural Market Development Program (AMD) in Pakistan.

The consultancy is a short-term assignment to extract and document the lessons learned and best practices of the AMD experience and develop a range of knowledge products for dissemination to stakeholders.

These could include:

A set of case studies focusing on good practices from a representative selection of project grantees under AMD targeted product line in Livestock, HVOSV, Mango and Citrus.

 A set of thematic reports from four targeted product lines, summarizing techniques, good practices and lessons learnt from projects addressing issues and adaptation areas and other knowledge products from assessing the AMD project initiatives and interventions, including:

The “unique” approaches: What is special about it? How can it inform programming of adaptation project in future related processes in Pakistan commercial agriculture projects? What are the success factors?

Under the guidance of Director M&E, the consultant will work with AMD M&E team, technical team and grantees, this position will be based in Lahore and is open to Pakistani nationals only.

Scope of Work;

To achieve the expected result and deliverables, the Consultant will perform the duties with detailed scope of work as follow:

The consultant will design mechanisms for gathering lessons learned, compile and systematize these lessons learned into knowledge reports,

Desk Review;

Conduct desk review of the existing documentation that provide information on the current project status. This includes grant, procurement documents, technical, progress reports, and all monitoring reports.

Consultations with the AMD team and development of tools:

  • Consultations with the project team, especially the technical, procurement, grant and M&E team;
  • Discussion and development of questionnaire. Pilot testing of the survey questionnaire;
  • Discussion and development of questionnaire;
  • Pilot testing of the survey questionnaire;

 

Interviews:

  • To obtain more detailed information in order to generate lessons learned and best practices, conduct focus interviews with AMD grantees in targeted product lines, and key individuals of AMD project;

 

Compilation of results:

The results of the lessons learned and best practices generated based on the information gathered from desk review, interviews and grantees’ interaction will then be presented in a meeting/workshop to facilitate the selection/determination of the case studies and thematic reports as knowledge products;

 

Reports:

Produce a range of lessons learned and best practices write ups using a standard format generated and agreed upon. This include; the case studies (10-12) and thematic reports (6-8) as knowledge products for dissemination for local, regional and international audiences. These products would be agreed on and expected to cover the thematic areas of Citrus, Mango, Livestock, and HVOSV;

 

Key Deliverables

  • An inception report explaining the approaches, schedule of the detailed activities and expected time of delivery of the assignment; ·
  •  ½ day workshop on what are lessons learned and best practices and recommended methods to capture these practices in the project cycle based on the AMD project experience.
  • Produce case studies (10-12); thematic reports (7-8) and other knowledge products as agreed by the AMD Team as lessons learned and best practices based on a format generated and agreed upon. These write-ups should be no longer than 5 to 10 pages.
  • Final Report will reflect a compilation of the information collected, results produced and recommendations.

  

Minimum Qualifications:

 

  • Pakistani national;
  • Master degree in social sciences or related field;
  • 5 years of experience in project monitoring and evaluation, data collection, with a focus on learning;
  • Experience of working with USAID’s funded projects in Agriculture value chain is is highly desirable;
  • Excellent analytical, computer, and communication skills and proven track record of data management, analysis and reporting
  • Excellent computer skills (Word Processing, Excel spreadsheet, Power point);
  • Experience of conducting studies and M&E data collection working with USAID and international donors required;
  • Excellent skills of data management and interpretation;
  • Strong interpersonal, verbal and written English communication skills.
