Protocol for Submission of Submittals and Required Documents

Respondents are responsible for ensuring that their submittals are received in accordance with the instructions stated herein.

All submittals must be prepared in the English language based on the information requests in Section 4. The EOI must be submitted electronically to or sent to the SMEA office at PO Box No. 575 Islamabad. Applications will be evaluated on rolling basis. All applicants are encouraged to apply at their earliest.

Each submittal must be clearly marked with the EOI number SMEA-EOI-004.

Each respondent may submit only one EOI, either individually or as a partner in a joint venture or consortium. A respondent who submits or participates in more than one EOI per technical area shall cause all EOIs in that area with that respondent’s participation to be disqualified.

Questions and Clarifications

All questions and/or clarifications regarding this EOI must be submitted via email to no later than 5:00 PM local time on September 01, 2018. All correspondence and/or inquiries regarding this solicitation must reference the EOI number. No phone calls or in-person inquiries will be entertained; all questions and inquiries must be in writing.

Only the written answers will be considered official. Any verbal information received from a Chemonics or Project employees, or other entity, should not be considered as an official response to any questions regarding this EOI. 


Chemonics International Inc. (hereinafter referred to as “Chemonics”), implementing the Small Medium Enterprise Activity (SMEA) (hereinafter referred to as SMEA or the Project), funded under USAID Contract No. AID-391-C-17-00003, is soliciting Expressions of Interest (EOI) from eligible consulting firms, business development service providers, training institutes, software houses, web developers, accountancy firms, business advisory services, technical training institutes, individual consultants/experts having strong background and working experience with small and medium enterprises (SMEs) or larger companies in the information communication technology (ICT), light engineering, textiles, agri-business and processing (off-farm), logistics, hospitality and women-owned  businesses from any sectors.

Organizations/individuals must meet the eligibility requirements defined herein and have experience working in one or more of the technical areas and locations outlined in Section 3. Activities that are listed in Section 3 are illustrative only; Chemonics may or may not conduct similar activities under the Project.

Interested BDSPs or training facilities are invited to submit their response in accordance with Section 2 (Instructions). A submittal of a response serves as notice to Chemonics International of the organization’s general interest in providing Business Development Services (BDS) or training through SMEA. Responses will be used to confirm eligibility for distribution of Notices, including published Invitations to Bid or Requests for Proposal for potential future subcontracts/awards. A submittal of a response however, does not guarantee that the Interested Party will be contacted to submit a proposal or perform any services.
