Description of the Unit:

In 2007, Trócaire opened a country office in Pakistan. Our goal in Pakistan is, ‘to contribute to a just and equal society where people have control over their own lives and are holding those in power to account.’ Trócaire’s work in Pakistan focuses on four key areas: rights of bonded labourers, preparing for and responding to emergencies, tackling gender-based violence and securing sustainable livelihoods. Together with 15 local organisations, Trócaire works in 14 districts across Sindh, Khyber Pakhtunkhwa and Punjab provinces and the Federally Administered Tribal Areas.

Background to the Role:

Trócaire has an annual budget in excess of 4 million and receives medium term institutional funding from Irish and Australian Government, as well as short term funding from other Caritas Internationalis agencies and grant making institutions. Under the country strategy (2016-2020), Trócaire has an ambitious growth agenda for its Pakistan programme.

Role Description

Scope of the Role:

The Business Development Manager will be responsible for all aspects of Trócaire’s donor funding in Pakistan. The Business Development Manager will lead on the identification of funding opportunities and the development of high quality proposals and reports, with the support of the programme and finance teams. The Business Development Manager will oversee and ensure compliance with all donor rules and regulations, as well as Trócaire’s internal grant management, finance and programming policies.

Key Duties & Responsibilities:

The following responsibilities will involve linking with the Regional Institutional Funding Officer based in Ireland to ensure alignment with donor and organisational priorities and regulations and ensure appropriate sharing of information, coordinating proposal/report reviews, input on donor contracts and effective management of grants.

Growth and Development (60%)

  • Lead on the development, delivery and revision of an institutional funding strategy for Pakistan which articulates Trócaire’s funding requirements, target donors and engagement strategy. 
  • Support donor engagement, in coordination with the Country Director and Programme Director, with the aim of profiling Trócaire as a leading justice and protection actor.
  • Research and highlight funding opportunities which align with Trócaire’s strategic objectives and country programme.
  • Support the programme and finance teams in growing Trócaire’s donor funding by leading on the development of competitive funding proposals and production of high quality reports.

Grant Management and Compliance (30%)

  • Keep up-to-date with donor regulations and communicate any changes to relevant staff.
  • Provide orientation sessions for staff and partners entering into new donor contracts, with specific reference to compliance.
  • Work with programme and finance teams to develop efficient financial tracking and reporting systems for all donor contracts.
  • Keep all relevant staff informed about the progress of contracts throughout the grant cycle.
  • Ensure all grant files are maintained and organised for planning and preparation of donor reports and project monitoring using Trócaire’s Management Information System.
  • Coordinate and follow-up on grant inception, review and close out meetings.
  • Manage Trócaire’s small grants programme for community projects in Pakistan.

Capacity Building (10%)

  • Provide training to staff and partners on topics including proposal development, budgeting, report writing and donor compliance requirements, and.
  • Advise programme teams on capacity development for partners on donor compliance.
  • Advise programme teams on how to comply with audit and expenditure verification requirements and provide quality assurance on the maintenance of project files.

Safeguarding Programme Participants

  • Support Trócaire to communicate and deliver upon its commitment to safeguarding programme participants, particularly among partner organisations.
  • Create opportunities to receive feedback and complaints regarding Trócaire’s operations and support management in responding to such concerns.

Other

  • Provide required finance and administrative support to Trócaire and partners as part of a humanitarian response.
  • Undertake any other responsibilities assigned by management.

Person Specification

Qualification

  • Graduate degree in development studies or similar qualification.
  • Post-graduate degree in development studies or similar qualification advantageous.

Experience

 

  • Minimum of 5 years’ experience working in the development/ humanitarian sectors.
  • Minimum of 2 years’ experience working on business and programme development for a INGO.

Skills

  • Track record of securing funding and in-depth knowledge of contractual requirements of donors, particularly EC, ECHO, DFID, USAID and Australian Government.
  • Ability to distill and package complex information and plans to form a cohesive and competitive proposal.
  • Excellent written, oral and presentational communications skills.
  • Experience of working with partners and good understanding of partnership approach.
  • Excellent facilitation and capacity building skills and experience of applying them when working with individual partners or groups of partners.
  • Excellent budget analysis and budget development skills.
  • Computer literacy skills in Microsoft Word, Excel and Outlook.
