Purpose of the Position:

The Monitoring & Evaluation Officer position is catering support role to Manger M&E. The position will be responsible to ensure the operational activities of M&E Department according to set criteria. In order to ensure the tracking of programs plans and review decisions, M&E Officer will conduct the monitoring and desk review of programs deliverables and circulate the gaps/feedbacks on regularly basis. The M&E Officer will conduct assessment as well as support function for flow of information and its management. Moreover the officer will play role in promoting of key learning’s for the improvement of the project and for wider leaning of the organization. 

Main Responsibilities of the Position:

  1. Assist Manager M&E and sector-specific managers to develop systematic and realistic monitoring plans that capture quantitative and qualitative data to report on all indicators in proposals while feeding into Organization’s  indicators as well
  2. Assist Manager M&E for developing, standardizing and deploying survey tools, and other data collection forms to realize the effective use of monitoring plans.
  3. Assist with the implementation of baseline surveys, monitoring and evaluation exercises for programs/projects and impact assessments
  4. Develop and maintain longitudinal analysis for program stakeholders to gauge program impact.
  5. Assist with the documentation and report of assessments, program data, lessons learned and best practices.
  6. Gather information needed for concept papers and proposals and serve as primary drafter and editor of proposals, donor reports, concept notes and needs assessments for dissemination
  7. Develop program and operational reporting templates that facilitate the acquisition and aggregation of information in programs
  8. Assist in the facilitation and management of field visits by donors and partners.
  9. Pay monthly monitoring visits of each program and submit concrete report of each visit.
  10. Conduct stakeholder analysis and scrutinizing survey for developing new proposals/projects.
  11. Helping the project staff in baseline surveys of their projects.
  12. Developing and maintaining the record (monthly, quarterly ,annual and completion reports, work plans, Monitoring and Evaluation reports ,  figures, Data, charts, project proposals ,donors feedback )of each project within M&E section.
  13. As & when need arises additional/supplementary task (s)/assignment (s) may also be performed by the M&E Officer in line with Organization’s general Policy.

Job Specification

Qualification & Experience:.

  • Minimum Masters’ degree for Male and Bachelor for female in social or natural science discipline addition qualification would be given preference.
  • Minimum 2 year’s professional experience in relevant field preferably in development sector.

Knowledge:

  • Knowledge of effective Monitoring & Evaluation tools
  • Knowledge of specialist software packages for collecting, collating, organizing and communicating data,  including SPSS
  • Knowledge and experience of social research methods, statistical techniques
  • Knowledge and understanding of qualitative and quantitative research methods
  • Knowledge & understanding of Social sector approaches, interventions & community based practices.
  • Knowledge & understanding of Monitoring & Evaluation at field level

Skills & Abilities:         

  • Good Communication skills that is, but not limited to, following:
    • Report Writing
    • Presentation (Presentation preparation, excellent delivery, up to the mark highlights & newsletter of his/her area of work)
    • Identifying and initiating assessments, survey & research studies in his/her area of work for strengthening his/her work & ensuring the findings/result of his/her are of work are scientific & research based instead of M&E.
  • Analytical skills
  • Excellent computer knowledge specially on MS Office
  • Ability of multitasking, initiatives & handing pressure.
  • Ability to conduct Monitoring & Evaluation in line with the objectives of the project
  • Ability to manage and administrative activities according to deadlines
  • Ability to analyze, interpret and make sound judgments
  • Excellent listening and negotiation skills
