HIRING OF SECURITY SERVICES

Sealed quotations are invited from reputed, registered, professional private security companies having experience of at least five years of providing security services in Federal and Provincial Governments/Departments and reputed Public or Private Sector Companies for providing round-the-clock security services in our Rawalpindi Office on contract basis. The services will be hired according to CAB International Regional Bioscience Centre Procurement guidelines.  Each bill shall comprise one single envelope containing, separately financial proposal and technical proposal (if any). All bids received shall be opened and evaluated in the manner prescribed in the biding documents. (Formats are attached)

1. Company should furnish following information; 

• Valid license to operate in Islamabad Capital Territory (ICT) and Rawalpindi.
• NOC issued by the Ministry of Interior, Government of Pakistan for such services.
• Registration with Security and Exchange Commission of Pakistan.
• Copy of NTN certificate.
• Registration with All Pakistan Security Agencies Association (APSAA).
• Affidavit on the stamp paper that the firm has not been black listed by any Government / Semi Government organization.  
• Proof of financial soundness from a scheduled bank accompanied with bank statement for the last one year.  
• Deployment of security guards in ICT/Rawalpindi and others Provincial Capital limits. A certificate to this effect will be furnished along with details of deployment.   
•  A certificate to the effect that all security guards are paid monthly wages, not less than the minimum wages fixed by the government of Pakistan from time to time. 
• Performance certificates by the major clients where Security Company has been providing security services.  
• The company should have licenses of automatic weapons and will provide weapons to the security guards. No additional/separate charges will be paid by the Council, in this respect.

2. Payment will be made on monthly basis by CABI through cheque, on receipt of bill.

3. The company will be responsible to get each guard medically examined by a registered medical practitioner and provide medical certificate. Similarly the company shall provide character certificates of each guard with verified antecedents.

4. Guards provided by the company should not be less than 25 years and not more than 55 years of age. The guards should be well trained (preferable ex-armed forces servicemen) and capable enough to handle the situations.  

5. During duty hours the Security personnel will be directly answerable to the, CAB International (Regional Bioscience Centre) Pakistan Management.

6. During the contract, the firm will provide Security Services as per terms and conditions/scope of work, to be settled later on in the shape of contract agreement.  

7. The contract will be initially for period of one year, which can be extended for further period with mutual consent.

8. Availability of additional guards (if so required) will be ensured within 24 hours.

9. CAB International (Regional Bioscience Centre) Pakistan  reserves the right to accept or reject the tender without assigning any reason as per CAB International (Regional Bioscience Centre) Pakistan  Procurement rules

10. Bids shall remain valid for 90 days after the date of tender opening. Earnest money will be returned to the unsuccessful bidders not later than expiry of the Bids.
