Women’s Economic Empowerment and Transformation Activity

Background:

DAI seeks qualified candidates for the Women’s Economic Empowerment and Transformation (WEET), an anticipated 5-year USAID-funded women’s economic development activity, which will support women in target geographic areas (FATA/KP, Northern Sindh, South Punjab, and potentially Balochistan) to earn higher incomes and work in an environment increasingly free of violence and more conducive to their labor.

The WEET Activity will provide new skills, access to resources, and linkages with markets to women in the informal economy, including home-based workers and unprotected piece-rate workers, in addition to exploring non-traditional sectors with potential for increased participation by women. The activity will engage local communities to expand the space for women’s economic labor and social participation and will create local networks of women workers and build their capacity to mentor others as well as identify and advocate for solutions to barriers impeding social and economic empowerment. WEET will connect these local networks to various stakeholders, including labor unions, employers’ associations, micro-finance institutions, and local elected representatives to build support for solutions to these obstacles. 

WEET will also emphasize collaboration with men and boys to change attitudes towards women’s participation in the labor force, their position at home, in the community, in society, and the acceptability of gender based violence.

Core Responsibilities:

The Chief of Party will be responsible for overall project management, including strategic vision and field team leadership; development and implementation of work plans, oversight of operational budgets and performance monitoring plans; liaison with USAID/Pakistan, government officials, other donors and partner organizations; identification and mitigation of program risks; and achievement of targeted project results and objectives. The Chief of Party will supervise project staff and ensure compliance with DAI ethics, procedures and policies as well as USAID rules and regulations. 

Qualifications:

  • Master’s Degree in Business or Social Sciences, Economics, Development Studies, or another relevant field preferred; Bachelor’s Degree is required;
  • Minimum 10 years of experience designing, managing and implementing complex economic growth and gender programs;
  • Minimum five years’ experience in a senior management position, preferably in South Asia, including managing budgets and personnel;
  • Prior experience with women’s economic development and workforce development activities;
  • Demonstrated ability to work with men, women, girls, and boys to change social norms;
  • Understanding of women’s employment and economic issues in Pakistan, including a history of positive working relationships with Pakistan government institutions, and knowledge of Pakistani counterparts is highly desirable;
  • In-depth knowledge of USAID approaches and regulations;
  • Prior experience as Chief of Party, Team Leader or Deputy Chief of Party preferred;
  • Excellent oral and written communication skills in English. Knowledge of Punjabi, Urdu, Sindhi, Pashto, Balochi, or another relevant local language is a plus;
  • Demonstrated organizational skills and strong track record in meeting deliverables and deadlines
