Programme Overview:

Chemonics International Inc. seeks an experienced professional to undertake the role of Health Sector Governance Specialist for an anticipated DFID-funded, Pakistan Delivering Accelerated Family Planning Service Delivery (DAFPAK SD) programme. The £17m UK Government Department for International Development (DFID) Programme seeks to deliver effective family planning throughout Pakistan which currently has high numbers of unintended pregnancies and maternal deaths. The main objective of this program will be to strengthen the quality of public service provision through: training government health and family planning facility staff on integration of services, improving clinical quality, expanding the range of contraceptives offered, finding ways to offer client centred counselling, and establish new procedures in health facilities to better integrate family planning services with current services offered.

Job Description:

The Health Sector Governance Specialist will provide strategic and technical leadership to the project team to strengthen health system governance at the national, provincial, and district level to support increased access to and quality of family planning services. This position is contingent upon funding. 

The Health Sector Governance Specialist will work closely with the DAFPAK-SD Team Leader and will: 

  • As part of the leadership team, work with the Team Leader to develop and oversee the implementation of the project’s work plan, ensuring completion of project deliverables 
  • Provide thought leadership and proactively consider governance-related aspects across the project’s technical work to improve access to and quality of public sector family planning service delivery
  • Conduct on-going policy and governance analysis to identify opportunities for influencing health sector governance at national and local levels to improvements in the provision of family planning in the public sector
  • Lead the implementation of policy and governance initiatives at the national level to improve health sector governance with a focus on public sector provision of family planning
  • Oversee and facilitate the integration of health sector governance focussed initiatives across the project.
  • Provide technical guidance to provincial project teams for the implementation of health sector governance focused activities
  • Capture and apply lessons learned and document success stories for reporting and sharing amongst stakeholders and implementing partners 
  • Work closely with the DAFPAK Monitoring and Evaluation team to develop indicators for measuring success and ensure documentation of governance and policy activities

Job Specifications: 

  • At least ten (10) years of experience working in a public health or donor-funded setting in Pakistan
  • At least five (5) years of experience implementing or providing technical assistance to public sector policy and governance initiatives
  • Master’s level degree in public health or related discipline an advantage 
  • Exceptional interpersonal and relationship-building competencies coupled with strong written and verbal communication skills
  • Familiarity with family planning issues and other health areas that are related to family planning
  • Demonstrated understanding and knowledge of and familiarity with health systems and public health program management in Pakistan
  • Work experience in the field of governance, including health governance
  • Experience working on DFID-funded programs an advantage
  • Proven successful prior experience in building and maintain relationships with partners, donors, Ministry of Health, provincial health departments, and pertinent other government agencies and instrumentalities at the national, provincial, and district levels
  • Conceptual and analytical ability, good judgment, and adaptive, flexible capacity
  • Excellent written and spoken English and strong report writing skills and experience 

Anticipated Duration of Project: Up to 3.5 years with a possibility of extension.
