Programme Overview:

Chemonics International Inc. seeks an experienced professional to undertake the role of Family Planning Service Delivery Specialist for an anticipated DFID-funded, Pakistan Delivering Accelerated Family Planning Service Delivery (DAFPAK SD) programme. The £17m UK Government Department for International Development (DFID) Programme seeks to deliver effective family planning throughout Pakistan which currently has high numbers of unintended pregnancies and maternal deaths. The main objective of this program will be to strengthen the quality of public service provision through: training government health and family planning facility staff on integration of services, improving clinical quality, expanding the range of contraceptives offered, finding ways to offer client centred counselling, and establish new procedures in health facilities to better integrate family planning services with current services offered.

Job Description:

The Family Planning Service Delivery Specialist will provide strategic and technical leadership to build capacity to increase access to and quality of family planning services at the provincial, district, facility, and community levels. This position is contingent upon funding.

The Family Planning Service Delivery Specialist will work closely with the DAFPAK-SD Team Leader and will:

  • As part of the leadership team, work with the Team Leader to develop and oversee the implementation of the project’s work plan, ensuring completion of project deliverables
  • Lead the development of quality improvement approaches and tools in alignment with Ministry of Health and other guidelines and in consideration of existing quality efforts in Pakistan
  • Provide technical guidance to project teams and implementing partners to ensure best practices in service delivery are integrated into all family planning and counselling training activities.
  • Support the project team and counterparts to conduct supportive supervision visits to implementing partners
  • Capture and apply lessons learned and document success stories for reporting and sharing amongst implementing partners
  • Work closely with the DAFPAK Monitoring and Evaluation team to develop indicators for measuring success and ensure documentation of quality improvement activities, trainings, assessments and data.
  • Create performance improvement plans based on concerns or underperformance in delivery and guideline adherence

Job Specifications: 

  • At least ten (10) years of experience working in a public health or donor-funded setting in Pakistan, with relevant experience and responsibility for technical oversight of improving quality of service delivery.
  • At least five (5) years of experience implementing or providing technical assistance to family planning programmes in the public sector
  • Must have a medical degree, with additional Master’s level degree in a health-related discipline an advantage
  • Extensive experience working with government stakeholders at various levels in the Pakistan context
  • Strong interpersonal and communication skills
  • Excellent written and spoken English and strong report writing skills and experience

Anticipated Duration of Project: Up to 3.5 years with a possibility of extension.
