Programme Overview:

Chemonics International Inc. seeks an experienced professional to undertake the role of Operations and Compliance Officer for an anticipated DFID-funded, Pakistan Delivering Accelerated Family Planning Behaviour Change Communication (DAFPAK BCC) programme. The £13m UK Government Department for International Development (DFID) Programme seeks to target many of the barriers to using modern family planning methods.  It will comprise multi-channel, multi-message, tailored approach to change attitudes and behaviours, targeting a broad range of stakeholders and incorporating cost effective strategies such as use of positive deviants. The specific approaches will be informed by research funded by this programme early in its implementation. Messages will be integrated into all opportunities for face-to-face communication at the household and community level to overcome remaining individual-level and community-wide barriers where there is unmet need, linked to nearby supported social franchisees or mobile outreach. These messages will address acceptability and desired fertility, myths and misconceptions, health concerns, influence of mothers-in-law and husbands, and spousal communication, as well as access barriers through knowledge of service availability.

Job Description:

The Operations and Compliance Officer will provide leadership to the DAFPAK BCC Operations team and will require working closely with the Government of Pakistan, Ministry of Population and Ministry of Health representatives, other DAFPAK component teams, and other key stakeholders across the health and family planning sector to provide technical support as needed. The Operations and Compliance Officer’s responsibilities include but are not limited to:

  • Support the Team Leader to develop and implement management systems to support project planning, reporting, and performance management.
  • Responsible for Operations of the field office and manages the finance, administrative and other support functions.
  • Responsible for overseeing procurement of goods and services to ensure implementation of a fair and transparent process.
  • Supports all efforts to refine programmatic methodology to ensure value for money and capture economies of scale, ensure financial payment plan adherence, timely and accurate forecasting and identifying and proactively assessing financial risk, and oversees contract management plan to measure performance.
  • Establish effective and efficient standards and procedures to ensure compliance with U.K. government regulations, Chemonics’ corporate policies, and Pakistani law.
  • Update project procedure and policy manuals as necessary.
  • Plan and track financial and administrative activities to evaluate needs for implementation.
  • Provide financial oversight and management of accounting personnel and procedures according to Chemonics policies, including the preparation of financial statements or other budget figures contractually required by Chemonics and DFID.
  • Supervise project human resources, including the recruitment, hiring, training, and termination (as necessary) of personnel.
  • Provides onsite support for annual audits and reviews.
  • Oversee annual performance evaluation process for all project employees.
  • Supervise and provide regular and constructive feedback to administrative and finance staff.
  • Support the Team Leader in writing the reports and briefing papers.
  • Responsible for ensuring compliance with environmental and other contractual regulations, risk management and all other program operational aspects.

Job Specifications:

  • Advanced degree in one of the following disciplines: business administration, international development, public health or related field.
  • Minimum of five (5) years of experience managing DFID contracts with strong skills in procurement/subcontracting, compliance, financial management, human resources, and client management.
  • Demonstrated ability to manage and implement complex DFID-funded public health programs or projects in a developing country context.
  • Knowledge of Pakistani operating environment preferred, including registration, taxes, and labor law.
  • Skilled in leading and managing high-performing teams composed of local and international staff.
  • Experience recruiting, forming and managing teams, and ensuring the quality of their products.
  • Ability to work with cooperating partners in implementing complex programs.
  • Demonstrated experience as a project lead prioritizing multiple work assignments in an extremely fast-paced environment, meeting deadlines, exercising professional judgment, and communicating the established program message.

  • Fluency in written and spoken English

Anticipated Duration of Project: Up to 3.5 years with a possibility of extension.
