Position Summary: This position is responsible for the technical and operational management of the Community Development Coordinators in the Districts to ensure that they achieve effective community mobilization and development support, and provide capacity building interventions to the Community, Community Committees for School Infrastructure (CCSIs), School Councils (SCs) and District Education Officers / AEDOs. S/he will also be responsible for ensuring effective coordination between the Community Development and Infrastructure departments, to ensure that Community Development activities are being implemented in support of the programme’s overall Infrastructure objectives. The Community Development Manager is the primary person responsible for managing the implementation of the Community Development Strategy, and all its associated activities. The main activities that the Community Development team carries out, and that the CDM should manage, include but are not limited to:

  • Developing, training and engaging Community Committees for School Infrastructure, School Councils/Parent Teacher Councils, and Local Government Authorities
  • Signing of Statements of Requirements (scoping and responsibility agreements with the communities). This includes verifying the site, viewing land availability and seeking community agreements to build on land and to clear that land
  • Community Review Meetings (site handover to the contractor, then back to the community)
  • Conflict Resolution
  • Follow-up meetings
  • Grievance Redressal Mechanism
  • Community Call log

Location: Islamabad

 

Please note that while the position is based in Islamabad, it will require frequent travel (up to 50% travel) to Humqadam’s implementation districts in both Punjab and KP.

 

Reporting and Supervision: This position will report to Team leader/ Senior Community Development Manager.

 

Specific duties and responsibilities include but are not limited to:

Customer Relationship Management 

  • Manage the relationship and feedback between the district team members and CPMU, particularly with regards to critical events taking place in the schools, or critical events planned by CPMU;
  • Proactively build effective working relationships with District Education Officers (DEOs), other School stakeholders and CSOs;
  • Identify CBO/NGOs as potential school sustainability partners on the Humqadam Programme exit; and
  • Facilitate participation of stakeholders in Humqadam events. 

 

Community Mobilisation Planning

  • Actively manage the Community Development Coordinators so they may facilitate the formation and engagement of CCSIs and build their capacity through training events;
  • Actively manage the Community Development Coordinators to train the CCSIs in basic construction monitoring and reporting, such as checking that work is ongoing, housekeeping is in order, the community is facilitating access etc.;
  • Organize community assemblies and school handover ceremonies;
  • Manage the operational and technical process of Statement of Requirements (SORs), which is the scoping agreement with the communities;
  • Respond quickly to conflicts and/or issues between the community members, contractors and other Humqadam team members;
  • Manage the Grievance Redressal Mechanism;
  • Manage the facilitation of, and data collection for, Community School Projects;

 

Community Development Team Management

  • Facilitate the Management Information System (MIS) Manager and the CDCs in using the MIS for their SORs, site visits and calls. Carry out intermittent reviews of the system to understand if it is being used effectively.
  • Coordinate with relevant departments to ensure effective Administration and Human Resources management of the Community Development team, including: recruitment and selection, induction, training and performance management, movement and logistics.

Capacity Building Planning

  • In coordination with the Capacity Building department and Infrastructure department, ensure Community Development Coordinators carry out relevant training of all school stakeholders and district colleagues, and identify capacity gaps if neccessary;
  • In coordination with the MIS Manager, carry out MIS training;
  • Oversee the CDCs to ensure that Capacity Building plans are compiled, scheduled and agreed with other department heads to address identified capacity gaps

Capacity Building / Training Delivery

  • Provide refresher training, on-the-job training, technical backstopping and feedback to CDCs;

 

Community Development Activity Reporting

  • Provide accurate and timely activity based reporting as per programme SOPs: weekly, monthly, quarterly etc.;
  • Provide informative, timely and effectively presented written reports/numerical data as required;
  • Provide basic budgets in Excel for Community Development activities, and 
  • Identify and communicate Humqadam success stories, in coordination with the Communications and Outreach team.

Minimum Qualification and Experience required:

  • A relevant Bachelor’s Degree; Master’s Degree or demonstrated team management experience
  • Minimum seven years’ experience in Community Development, community mobilization, Capacity Building Initiatives and / or Infrastructure Development is desirable;
  • Understanding of local community and cultural sensitivities;
  • Experience in donor funded projects is desirable;
  • Experience working on Infrastructure and/or Education programmes; and
  • Minimum three years’ people management experience in a related sector is desirable.
  • Written and spoken English (business conversation)  as well as local language(s);
  • IT Literacy: able to use M’soft Word, Powerpoint and Excel at an intermediate level plus has knowledge of Smartphone / tablet  applications; and
  • Experience in developing basic budgets in Excel
